Definition of arson: malicious burning to destroy property

This clearly was not arson, there was no intent to destroy property or hurt anyone else but herself. In fact she put the fire out on her own. She was severely depressed and had a medical diagnosis, the fire was a method, not a malice act to hurt other people. Mental illness is a serious condition and can cause people to act out of character and have impaired judgement. Nobody will understand until they have been through what she has. And if they have been through what she has and they still think these terrible things people are saying then shame on them. As far as charges go, charges would have been filed if there were applicable charges. There obviously was nothing that could have been prosecuted in this matter. The city violated her rights as a working American and should pay for what they have done!
