DHS and the courts are said to be the guardians of the children.
Any corruption in office or dereliction of duty should be made a capital offense because those in power will always serve themselves unless strict accountability is imposed.
As for the public, those who ignore the situation share the guilt also.

"Fifty children - on average - continue to die annually under the care of the Department of Human Services."

DHS gets alot of government funding by how many cases of kids or families are in their control.
Once they have a formal case they really don't care about anyone once they get the money.
