Cant always blame the parents for what there children do.We as parents can teach our children right from wrong we can teach them to love and respect others.But when they walk out that door we cant be there to hold there hands we just have to hope what we teach them at home they take it with them.Kids today our under so much pressure from other kids they follow them just to fit in.Its only gonna get worse for the kids not better.

I think the important thing to remember is that this situation is a unique double edged sword. I firmly believe in punishing harshly but the problem is that this a purpetuating cycle of bad crime and behavior overall. Schools not only need money but help from communities to put students and teachers in a better position to remove students from thinking of doing such things. The biggest problem is not many people care that are in a position to make change. The reason I say that is because the people that live are not heard. It is ridiculous I can see the same concerned parents on the news for more than a decade and they have not recieved help from anyone city to federal government. It is hard to get help from people on high horses and positions that are not greatly affected by actions of people in a situation they dont understand or care too. One important factor to remember we are all responsible equally because crime in inner cities has gotten so bad parents need to control their children no matter how hard if not juvenile and prison can do it for them. Communities need money from local governments to give children opportunities. Cutting school funding helps no one. Schools arent getting any better and it makes it easier for situations like this to occur

You need caring fathers for boys to be thinking about normal activities and caring fathers are rare in Baltimore.
As for more money for the schools to correct this kind of problem, it doesn't work. Baltimore City as one of the highest cost-per-student budgets in Maryland, yet you don't have near the level of violence in ANY of the lower cost-per-student budgets school districts. The city school's problem is about respect and most of the kids in Baltimore City are not taught any at home, nor are they held accountable for not showing any while in school.

Had they not taken prayer out of the schools and took parents rights away for diciplining thier children, maybe we would have a chance with today's children. I'm from the old school where we knew if we did something wrong we would get in trouble. We were not abused. Had it not been for the dicipline that I received from my parents, I probably would have been on drugs or running the streets. Some other problems that we face is the majority of the children are being raised by a single parent and there is nothing constructive for our children to do. It's going to be difficult to fix something that has been broken for so many years.

It is time for us, the adults in charge, to take back the streets.No more excuses, no more political correctness. White, Black , Male , Female........Arrest the criminals and save the good kids from these predators. I am talking Juvenile Prisons where the rule of law is enforced. The parents of these thugs should be embarassed and their Public Assistance, if receiving it, cut off. Maybe this will get people's attention and people who elect to birth children will start parenting like most of us do. I for one believe we are soft and afraid to tell it like it is. Where is the outrage. If someone drops a piece of rope on a floor and the media calls it a noose all hell breaks loose. The NAACP, Jessie Jackson and Al Sharpton get excited. Where are they when young blacks devastate neighborhoods and basically hold good people hostage.

Ras... You are an idiot... no where in any of the comments you replied to did anyone say anything about race... YOU said something about race, which is exactly why the city of Baltimore has so many issues - every time some one wants to make it better, people like YOU come out and say they are racist just because the majority of the people causing the problems are BLACK. Climb back into the cess pool you don't realize you were spawned from and let the good people in the city do what they need to do to bring civility back regardless of the color of the people who are causing the problem.

The boys should be locked up and hopefully not allowed to return to the school. Also "FIND" the parents and LOCK them up to. I say find the parents because apparently they arent around. If a child has guidance by a responsible adult things like that would not happen. Anytime a teacher or school worker cant do their job because of kids that have no respect for anyone or anything its a problem. The source of the kids problem is probaly in the home. The schools do their job, when are the parents of the disrepectful kids going to do theirs.

Tammy, If the child had a responsible adult in the home that taught him right from wrong and had him involved in a activity that the child enjoyed. I beleived the child would not have done the stupid thing he did. It is true that you can teach them how to be responsible and when they walk out the door they are on there own. If you taught the child right he will know right from wrong.Yes I still say lock up the parents.

Surburb, You know as well as I do that the burbs has issues with kids to. I dont beleive it is a black or white thing, I beleive it is the lack of parenting that is the problem. You have some black kids attacking teachers and you have white kids luring other white kids to homes only to attack them and put the attack on camera.Parents of these kids are letting them down.

The majority population of Baltimore City is black. The majority of "leaders" are black. The solutions will only come from the black community, as individuals like Ras Clad Rha will simply cry "Racist" at the drop of a hat. The race of the 13 year old rapist has not been revealed, but regardless of race, he needs to be held accountable for his actions up to and including the death penalty.

City Schools police are a joke. The "Gosh, golly, gee" routine we hear from chief Goodwin is getting old. He does not comprehend niether the scope or depth of the problem in city schools. Until there is a police chief that "Gets it", we're just going to hear more terrible stories like this.
