What is the story about all of the yellow signs popping up around town? Are people getting fed up with the local government? Who is behind all of this?

I heard people are pissed about their taxes going up by 40% in the past three years. I also heard there was big money behind the signs and that there are 3 or 4 opposition groups forming that are trying to resist all of the spending.
