I see. This applies to those who obtain EINs, file with the IRS as independent contractors, and invoice those with whom they have written contract, are issued 1099s at the end of the year by those with whom they have those contacts--signed and agreed to by both parties. Does each prisoner have such a written contract with the city; invoice the city; receive a 1099? Does each prisoner have an EIN? Does he file taxes? I have yet to meet or know of any government "employee" who has ever worked a day in his life.(Quotes because the government does not employ them: Those who pay taxes do.) City Attorney Roberts either does not understand the term and legal concept of "contractor," or he does not understand the term "employee...." He is welcome to borrow my copy of Black's Law Dictionary, as well as a text on Business Law. They are issued to most first- and/or second-year law students. |
