zoning and code enforcement will not do their job

Why can't we get the zoning and building department to do their jobs. The same question holds for code enforcement. I (and many others) have been trying for months to get them to write citations for properties that are in violation of the building codes. we have also been trying to get them to write citations for properties that violate zoning regulations and county regulations for trash and junkyards. Chris at the building department is constantly making excuses and double talking, or trying to push it off as someone elses responsability. Lets unite and get them to do the job we are paying them to do.

Seems to me the whole trash and junkyards is being taken care of pretty well. I mean look at the system. You call and make a complaint. They check it out, if they are in violation the only thing they can do is send out a letter. A person can refuse this letter too. (lets not forget) If this person refuses to comply then the case is turned over to the Attorney Keith Bowers. Have you seen the court loads lately. It takes month. So yes it takes time. And Rome wasnt built in a day. Its sometimes the system itself and not the people.

So far it has been a month and a half since this has been brought to Chris' attention and he has done nothing. When it was initially brought to his attention he said it was the highway dept. problem. Although it may be the gihways dept. it is also his department. This building is in violation og the building code. I am constantly hearing stories from people who can't seem to get the building dept. or code enforcement to do their job.

I encourage you to attend a commisioners meeting or two. There are always people there telling of how the code enforement are not citing offenders. They have to fight and make repeated requests to get anything done. I am not saying thay are not doing anything, but you should not have to fight to have the laws and codes enforced.

One problem is that the law seems to have no teeth and the judges won't enforce it.

I have a friend who has been trying to get county enforcement to make his neighber clean up some rat infested trailers on her property for several years now.

They have written her a half dozen letters and even made her appear before a judge. When she gets there, she puts on the "poor little me" act and the judge pats her on the head, tells her she can have another 6 months to clean up and sends her on her way. In the mean time, My friend has rats coming onto his property from those abandined trailers.

This is an example of what I mean when I say you have to fight to have laws and codes enforced. The system is broken and it needs to be fixed. The zoning laws have huge holes in it. The people hired to enforce the laws don't always do their job, and the courts don't pass down fines that motivate the offenders.
I will start another thread and label it "code enforcement and zoning, tell me the problems you have or had". That is what I should have called this one. I would love to hear from all that had or are having trouble with the system.

Lets do away with the zoning laws. This is one reason our county cannot built more houses.
They are required a 40 foot right a way to the property. When the land was purchased most land deeds only has a 15 to 20 ft right of way...Our commission sit around and let someone bring in this International Builders Code to be our code to built by. We are one of the two in the state of TN that has this...Look around most of the industries
has already left Carter County and all we get is more rules and hardships put on the people. They rasied the permit fee on septic tanks from $50 to $500. Where do this people that change the law think poor people are going to get the money to pay for of this nonsense....WAKE UP CARTER COUNTY VOTERS

This county is never going to be any better than it is now. It's sad to say, but look at how many people are on government checks because they are too lazy to work. Being overwieght is not an excuse to draw a check!! The youth today are completely useless, another generation just wanting a check.

It is this type of mentality that is keeping Carter County in it predicament. You have clearly never attended a commissioners meeting. There are committees that deal directly with businesses and industry in an attempt to keep them here and bring in new industry and business. The two biggest complaints heard from businesses and industry is that 1. They don't want their business location in a dump, and 2. They are having a hard time finding workers that can pass a drug test. I have attended many commissioner meetings and know this to have been said.

I am so glad to hear we actually have a new person on the block (citizens advocate)who cares about how Carter County looks. There is no excuse for not keeping your property clean. It doesn't take money, just time and pride. People need to realize that we will never be able to bring jobs into this area if we don't clean up our mess. It is a disgrace to see how people are living in the 21st century. Everybody wants jobs, but are they willing to do their part. You have to make the area desirable. We've got our work cut out for us. Carter County has great potential we should take advantage of what we got and try to make a difference.

So you and some others are planning a "BIG DEMONSTRATION", is this going to be like the ones in Libya,Egypt or one of those other "THIRD WORLD COUNTRIES"? The reason I ask is if you don't like Carter County then either move or run for a elected position and try to change it. And further more I have went to a few of these meeting and it seems to me that the only ones complaining about our County Government are the ones that moved here from some other place and want us to conform to the way they think this County should be ran. Basically the way I feel is if you do not like Carter County then move the HELL OUT, PERIOD!!!!

My hat is off to you, Citizens Advocate. I live in a restricted subdivision, so we don't have the trashy look. However, the road my mother lives on has some nasty trailers at the end of it. THe one at the end of the road has junk piled in around it, the bushes are almost in the road, and you can't see to turn up on the bridge unless you are out in the road. I am always afraid a car is going to come around the curve at the end of the hollow road and run over me. I have tried the highway department with no luck. They told me that they could not cut shrubbery on someone's property even if it was in the road. The Highway Dept. referred me to Gebe Ritchie, who is a commissioner in my district and the chairman of the Highway Committee. I talked to him about this situation 6 months ago and as of this date, no action has been taken. Everyone passes the buck. No one takes responsibility. We have the rules, just no enforcer. We need to hit the commission meetings enforce and see if something could be done about these problems.

So people sit there and whine about how Carter County is a “poor county”. Then when people who are not from around here give advice on how to change that, and it involves changing the way things are done, you tell us to “move the HELL OUT, PERIOD!!!!” Carter County is ever changing in it population and it demography. The land use is also changing. In order for these changes to happen harmoniously Carter County has to change with it. If you maintain the “move the hell out” mentality Carter County will continue to be a poor county. So I say to people with this mindset stop sitting there crying about how the jobs pay is terrible, that Carter County is a poor county, there are no good jobs here and so on. DO SOMETHING TO CHANGE IT.

The next election is in 2014. This gives me 3 ½ years to get a better understanding of the system. I AM DOING SOMETHING TO CHANGE IT.
There are always those who blow things out of proportion. Your statement “a BIG DEMONSTRATION, is this going to be like the ones in Libya, Egypt or one of those other "THIRD WORLD COUNTRIES” is absurd. This is also the mindset that needs to change. Just because a neighbor asks you to pick up your trash, because your rats and debris are going into all of the neighbors yards, does not mean he is telling you to paint your house, trim your trees, wash your car and so on. He is asking for you to think about the community as a whole not condemn the community for the sake of one person. P.S when I say you I don’t mean you in particular so don’t start on a rage that I am attacking you.

People like you have treated this county as a third world community long enough. Its time for change and its comming from native sons returning to Carter County. They have seen the rest of our world and America and know fools like your kind must go..........

The Citizens advocate has it right. We need more concerned citizens like this. I for one will be at the next county commisson meeting and will voice my concerns under public comment. Planning and Zoning what a joke, too many unresponsive persons on that board, let's cut the number and save tax payers money. After all nothing ever gets resolved with the current number.
