Because high speed chases are going to cover a lot of territory in a short amount of time (therefore, putting many people at risk), it would be wise to have policy in place that would dictate when officers should use intervention techniques such as stop sticks, etc. Under stress, such decisions are more difficult to make and policy would be a "given" in such circumstances, taking the pressure off of front line officers. It might be a good policy to have intervention set up as soon as possible after the first car is run off the road..
