Governor targeting public-assistance programs for fraud

Gov. Arnold Schwarzenegger has demanded that reducing or eliminating fraud in public assistance programs be part of the state's overall budget plan, but some lawmakers and welfare officials say the governor's reforms won't save as much money as he has proposed and are ill-timed as the state struggles to balance its budget.

Here is case of a twenty years old, autism nonprofit organization in Corona/Riverside has funded by Inland Regional Center through taxpayer’s money never got audit for waste and cheating on taxpayer’s money. Its autism consumers are members of “Special Olympics” and well known to the governor’s family members. Its monthly reimbursement checks from Inland Regional Center is $100,000-$200,000, but its monthly operational income only $10,000-$30,000 from sorting hangers. This nonprofits organization tries every way to make money; it also rents out the consumers to work on contracts with local governments and businesses, but it mostly pays the consumers only $0.30 to $5 an hour. It neglects and abuses consumers and one consumer was death. It hires temp workers and opens small stores at each of work stations. In the past, it also ran bingo place. However, for twenty years, this organization has claimed making no money and still depends on monthly checks of taxpayer’s money from IRC and State. It has lobby well and started receiving monthly checks from IRC right after the former Governor’s Gray David was recalled; therefore, it cannot be audited by State for waste or cheating on taxpayer’s money.

It has rent many buildings in Corona, Riverside, and Redlands, put relatives and board member on payrolls without coming to work, failed to issue 1099 to its director, mishandled fund, funds raising golfing, abused tax credit letters, tax evasion, used American Express, Sam Clubs, Costco, Price Club cards for personal expenses, used company cars and gas card for pleasure trips, enjoyed trips out of states, paid membership for golfing, irregular attendance with full paid, etc. Imagine Inland Regional Center has funded many nonprofits organizations for twenty years like the one mentioned above without auditing, State will be bankrupted very soon. For the sake of Californian Taxpayers, please try your best of ability to recoup taxpayer’s money from that nonprofits and make IRC stop that nonprofits from wasting or cheating on taxpayer’s money for personal enrichment. Here is the math for a 20 years dependency nonprofits:$200,000x12months =2.4 million x 20(years)=40.8 millions x 10(nonprofits)=408 millions. Insider.

I reported to the governor, but he did not do anything or go after them for fraud, waste, and abuse; just because they have supported him and Republican party. He cuts that nonprofit in Corona/Riverside only 3% with full protection.

Go after the Child Care program if you want to curtail fraud. Estimates up tp 50% would not be inaccurate.

Child care program needs to be cut before the elderly is punished. There is fraud in all assistance programs because there will always be cheaters we have allowed this to be an occupation instead of temporary help as it was designed for. There are grandparents claiming grandchildren as dependants and also getting childcare and splitting it up with parents(stated casino money) When there is an able bodied adult in the home that could provide child care. The elderly truly need help in the every day chores, but not when there is other adults to help out. We have made this a state of free everything for cheaters and punishing the people who work everyday and can barely make it,,,My dad many years ago told me those people have no pride, I am looking forward to the day all these cheaters are told no, and no one ask me for spare change every time I leave the house Ca. used to be the place to be for the working people now it is where every one wants to be for the free ride. Go to the D.M.V. or Social Security office, welfare office and you will see where california's money is going. And stop telling me to push 1 for english on the phone.

Do not cut the elderly.

Cut the FRAUD in the young mom category.

You know, the moms who COLLECT TAXPAYER DOLLARS because they CLAIM DADDIES A DEADBEAT.

But, if the State would do a proper job, they would find that the mom is

COLLECTING from the State

and

LIVES WITH HER BABIES DADDY

and

he WORKS FOR CASH UNDER THE TABLE.

Yeah, I get angry, very angry.

It would be really difficult and costly to monitor each household that gets assistance for the care of a loved one - instead, limit the hours of care that the taxpayer will pay for - i.e., everyone's hours get cut 50% immediately so that there is time to develop a better system.

The Calworks program is a giant scam.... these women can get all the college degrees they want on the taxpayer's back - they can keep having kids, that the taxpayer has to pay the child care for and since it's tax money, the child care centers way overcharge for their services, i.e, for an infant the cost is $1400 per month! Under Calworks, the welfare mama gets cash aid, food stamps, free education which includes lots of one on one counseling with highly paid college counselors, free child care, free transportation, and free medical care - all because she is immoral and irresponsible she is greatly rewarded - this program needs to be SLASHED immediately!

i agree, but that is not PC. millions??? i bet it would be more than that. it should be mandatory!!and all these welfare moms should have a child support order showing who the dad is before they get any tax payer money. they just keep having kids and the state keeps the money flowing!!!

Bizarre story. Simply omits the fact that the reason there are so few cases is because the number of fraud inspectors is just six statewide.

A cheated autism nonprofit in Corona/Riverside should be shut down by the governor and state lawmakers due to waste, abuse, and fraud on taxpayer's money. For instance, those disabled autism consumers or clients are already being taken care by their care takers at home so they do not need to come to a day program funding by Inland Regional Center to add more costs and burden to taxpayers. They have been working and earning only $0.10 to $5.00 an hour and they pay no income taxes while the crooked owner of a twenty years dependency nonprofit in Corona/Riverside receives funding millions of taxpayer's money to enrich himself and his associates. This twenty years dependency autism nonprofit just like a morning nursing home; duplicating costs and wasting should be shut down by the governor in order to save taxpayer's dollar as he keeps repeating that he cares for taxpayers. Governor, taxpayers want to see your action logically and fairly to IHSS and to shut down duplicating costs day program like the one I mention.Amen!

I told you so; Develepmental program is abuse, waste, and fraud. The problem is that they are governor's allies. They are members of "Special Olympic" so as governor's family member and they support Republican party. In my opinion, when it comes to protect and save taxpayer's money regardless who they are allies and supporting.

Twenty people were arrested this morning in a $4.6-million Medi-Cal fraud scheme that law enforcement officials allege used unlicensed individuals to provide in-home nursing care for disabled patients.
About 75 patients, many of them children with cerebral palsy or developmental disabilities, were treated at home or at school by the unlicensed individuals who stole identities to pose as licensed nurses, according to the United States Attorney’s office.
"We believe that this is the largest single case alleging Medi-Cal fraud ever filed in the state of California," said United States Atty. Thomas O’Brien.
Those arrested this morning are among 42 defendants named in a 41-count indictment unsealed this morning. The remaining defendants are expected to turn themselves in at a later time.
From 2004 to 2007, Medicare Plus Home Health Providers, a Santa Fe Springs-based company run by Priscilla Villabroza, hired the unlicensed individuals, paying them between $8 to $12 an hour, and was reimbursed by Medi-Cal at a rate of between $20 to $35 an hour, O’Brien said. Villabroza, a registered nurse, pocketed the difference amounting to about $4.6 million, he said.
Villabroza pleaded guilty to five counts of healthcare fraud last year. She is awaiting sentencing and faces up to 50 years in prison, O’Brien said. None of the patients suffered life-threatening injuries due to the inadequate care, said Special Assistant United States Atty. Anthony Montero.

The governor hit the mark on this one. This department needs to be eliminated in its entirety. His requests for accountability and responsibility do not go nearly far enough. California must stop being the leader as a welfare state. Lets give it back to Mexico.

and collects money from the other daddy... the list of incomes from these bimbos goes on and on... but no one wants to admit it. Good Call !! They have been earning their way with their legs on the ceilings for years., and then they tromp on the taxpayers back. It must end.

Tick Tock, you are right, except that welfare fraud is no reason not to also cut elderly care fraud, and child care fraud, and all other types of fraud. Attack fraud equally. Why can't the Democrats focus the spotlight on the Republicans' insiders and waste, rather than trying to continue the cover-up? The time to divide the pork is past. The pig is dead. We have to make do with what's left while this state still has an economy and a government.

Screw it cut off the kids, the poor, & the old. Like the saying goes.."If they die, they die." It's BS. If your young & have kids then you should work. If your old & broke then maybe you should have saved more when you work. And if your a child and your own parents can't care for you then that sucks but neither can I.

I am tired of working 24/7 not getting anything from anyone and paying into a social security system that won't benefit me. I have limited medical insurance cause I have to pay for my own. I pay my own dental & optometry bills out of my own pocket and those on MediCal should be glad they got it when they did.

CUT EVERYONE OFF. It's a hard cruel world!!!! Welcome to it. And if you don't like feel free to exit it cause this world is way too overpopularted anyways.

the torrance apartment building I live in there is two people committing fraud from the IHSS program, and one of the them I have know for more then half my life. AND IT SUCKS!!!
