Don't walk, drive or move to a neighborhood called Sunset Estates in East Hartford. That place is dangerous. Lots of hostile, hateful, irresponsible home owners there, who have no concern for others safety, let alone people's feelings. There's people on Knollwood Road who've threatened to call the police on people walking their dogs, who are doing no wrong at all, threatened to put dog feces on their front steps, dog owners who let their dogs run out of their yards, and watch their dogs attack other people's dogs as they walk down the street, and then think they have the right to swear at the dog owner, whose dog was just attacked. There's people on Birchwood Road, who think it's perfectly okay to leave Basketball courts on the streets 24/7 all the time. That surely doesn't make any sense at all, since it's against the law to even leave your car parked overnight on the street in East Hartford from 2 am to 5 am.
There's dog owners who think it's perfectly okay to walk their dogs off a leash, even though that same dog has tried to attack other people's dogs. There's dog owners who DO have fences in their back yard, but have large aggressive dogs like Pit Bulls, Rottweilers and even German Shepherds but will allow their dogs to run totally loose in the front yard, even if they have a Beware of Dog sign on their property! There's people on Millwood Road, who think it's perfectly their RIGHT to leave a large heavy Basketball Stand on the road, yet think they have a right to call the police on you, if you complain about it. We've known people who've nearly driven into these basketball stand at night, left on the road many times, as they are in a dark part of the street, and that road has a blind curve to it. The police were informed about the basketball stands, yet those same homeowners STILL think they have the right to leave those basketball stands out on the street! They think it's perfectly OK to turn a public road into their own personal basketball court, instead of just putting it on their own property. There's a public servant who works for the town of East Hartford, who is aware of this, yet says nothing about it to the town! There's many people in that neighborhood who think they have a right to trespass on others property, including other home owners, and there's many solicitors who'll come up to your front door, even if you tell them not to! And if you walk in other neighborhoods nearby there's many other dogs running loose, especially near Silver Lane, a major thoroughfare that comes right OFF the interstate only a mile away! Bad news. The mayor had an article in their local paper that East Hartford's a "safe" town, but it surely is not, not anymore anyway! They just had a Medical Doctor who was arrested for raping several of his female patients who had a medical office on Burnside Avenue! That about bad news, and totally unsafe for women. Speaking of women, there was a lady who was run over on an intersection in East Hartford by a car, whose driver knew they ran the woman over, but took off, anyway! That's hit & run, which is a felony! And there's lots of deer running loose all over the place in East Hartford. There was a guy who was attacked by a doe, no less, last spring, right behind the East Hartford Town Hall! The doe had some fawns with her, and the guy, a disabled man, was injured. Luckily he was able to get away from the deer!

East Hartford is getting uglier. My friend said they were walking their dog in Sunset Estates, right off of Silver Lane, when a terrier came running out of its yard and ran right up to their dog, attacking like it was going to bite their dog. When they tried to shoo it away from their dog, the owner who let their dog roam out of its yard (which is against State Law, btw), instead of just going after their own dog, and putting it back in their yard, starting yelling and swearing at them, literally saying to them, when they complained about it, "Shut the F**k up!" And they were yelling & swearing at them for like 10 long minutes! My friend told them to stop acting like that, and stop acting like a witch, and the teenage girl who was cursing a blue streak at them, literally said to them, "I'm proud to be a witch!" Good Grief! And this was a house that was RIGHT off of Silver Lane. That terrier could have easily been hit by a car, or the dog being walked on a leash could have too, had a car come roaring off Silver Lane. The drivers off that major thoroughfare are so reckless! That mean girl who declared she was "proud" to be a witch, and couldn't care less her dog was roaming, lives on Millwood Road. I see a sign up in a yard, only a few yards from that house that say For Sale. I can see why the owners want to move out of that neighborhood.
Good luck selling that house, with neighbors like that!
Wow! Sunset Estates is a horrible place to walk, and apparently live too. The residents there, are SO darn hostile, for the most part!
It's sad, as there used to be quite a few nice people who lived in that community. But I agree with the OP, both East Hartford & Manchester are going down the tubes, as far as quality of life goes.
And tell me something, I see cars getting fines for parking overnight, but yet there's a whole pack of home owners who think it's OK to leave a huge basketball stand out on the road, or next to the sidewalk for months on end! WHY IS THAT OKAY to leave a basketball stand out on a road, or EVEN LEGAL,yet totally not legal to park a car overnight, on the road, is my question? It's also against the law to play ball in the street in that town, FYI, town residents! That town is full of wackos! And the cops don't even seem to care, because those same basketball stands have been out there for months, but the cops aren't issuing fines to those people!

Well, the deer attacking that guy behind the Town Hall in East Hartford, is just icing on the cake, compared to all the other dangerous things that go on, in East Hartford. There are SO many vicious dogs that roam loose in that town, yet the East Hartford dog warden doesn't want to do a DARN THING to enforce that state law about Dogs Roaming Loose!
Somebody got their small dog attacked not long ago, when they were walking it, up near Long Hill Road in East Hartford by a Pitbull, no less, yet the dog warden wanted to issue a citation to the dog owner whose dog was attacked about not picking up their dog feces!
Watch out, dog owners, because now there's several Dog Food brands that are doing Recalls on their products, because their dog food is infected with Salmonella! Some of them are Natural Balance, Diamond Brand, and several other well known dog foods. And if you pick up dog feces and your dog has Salmonella Food Poisoning, you could easily get Salmonella Poisoning too! That's dangerous.
Governor Mallow needs to see to it, that the Dog Warden in East Hartford is FIRED on the spot, and get that dog feces law revoked!
That's probably a good reason why there are SO many deer running loose in crowded areas now in East Hartford. The deer cannot even tell there's dogs to start with in that town, since the dog owners are FORCED to pick up their dog's feces.
Now, if you have to worry about having your dog attacked by countless vicious dogs roaming loose, and yet FORCED to carry several bags of dog poop, that totally puts your safety at risk!
Which, btw, is a violation of the United States Constitution!
People DO have a right to stay alive & stay safe in the United States, even if it's in the town of East Hartford, CT! BTW, did the police ever finish that investigation of that poor 15 year old teen who drowned in the East Hartford High School pool this past January?
