Just wondering is it legal for CPS to hire a person that has a criminal history to be a social worker & to sit in judgement of others.?

A social Worker has to have good charcter. It is in the Code of Ethics

I know of a woman who works for the CPS of Wv and she has several convictions on her record and the last being 2009.But she still is able to visit homes and be a LSW)yet she brags about Them not checking her record....Whom does a person contact with this info?.
