Jeannette could owe damages for denying permits

This really pisses me off! We are a cash strapped City, and the thought of paying damages to a man that totally disregards this town when its tax paying time, just pisses me off! It should be making every one in this town MAD AS HELL!
My question is How was this decision to deny permits decided?
Who proposed it? Who all voted on it?
If we are ordered to pay him from 2005 to current for basically condemning his properties, EACH AND EVERYONE THAT HAD THEIR HANDS IN THIS SHOULD BE FIRED, AND PROMPTLY REMOVED FROM COUNCIL!!!!
And another thing, How did the City Attorney not figure out that this was ILLEGAL????????
WTF? Did I miss something?I pay my taxes and want to know who dropped the ball on this one?
Don, I hope you reply to this for me, and help me figure this out. I am sooooooooooooo upset!!!
Hoping All of our taxpaying citizens remember at election time, and start getting rid of these people that THINK they know how to run this city.(And they know who they are) We have had NOTHING but conflict here in the last few years!!!

In my opinion, the law should be changed so that you can deny permits to jerks who don't pay their taxes.
