Can somebody tell me what years he was mayor and why it was considered to be filled with turmoil?

Henry was mayor in 1982. His term lasted about 6 months and then he was impeached.

I've been told that Henry was in office for a year and was removed in early 1983, not 6 months. He was impeached after an alderman testified that Henry had threatened him in an attempt to influence the aldermans vote on a bill. It is illegal to do that and the mayor was charged with a crime, and then impeached. There were some other things going on at the time that I cannot remember. Although brief, Henry's term was certainly filled with plenty of drama.
