I'm of the opinion that it was intentionally overlooked. If the auditors had not caught it, that much money just goes unspent or is used for something else. Something else gets the nod. If one were to check the transcripts of the County Commission meetings, it was clearly discussed and more than once. The School Board knew it. Edmonds knew it. The Mayor knows that everyone knew it. Just ask him. Why didn't the Finance Director point it out earlier? Hmmmm...

It is never the school boards fault. They just deny knowledge or responsibility. Edmonds said they didn't know about the Davis-Bacon act, and they weren't required to know because it is not in their job description. I would hate to say I was in charge of the educational system in the county and act that ignorant! Everyone knew about the Davis-Bacon act. Mike Long said in a county commission meeting long before it ever passed to fund the new schools that the bonds would be subject to Davis-Bacon wages. Now the school board is claiming that it is county commissions fault because they issued the wrong bonds. I wish county commission would tell them to cut $700K from something instead of giving them the additional money, but I give up on believing any of them will ever do the right thing! I don't believe that any on the school board are really just that "bad" at accounting to make hundreds of thousand dollar mistakes over and over again. Hell yes they need to be in jail!

Very hard to believe it was overlooked.As for the Act itself,I see many flaws with it.Both Davis and Bacon were Union Hacks and the Act clearly benefits Union labor.Imagine...If my wonderful friends at the Jeff County Highway Department were to receive more than $2,000 in Federal funds,they could get one helluva raise! This is why government stimulus money gets wasted.I tell ya,a nearly $700,000 mistake is hard to swallow.An excuse would be,we would have to pay it anyhow,right? The Snafus are piling up like cordwood.I hear the tax increase train comin...its comin around the bend.

Regardless of its problems, the Act itself is irrelevant at this point because they agreed to it to get the money. ANYTHING to get the money - kinda like making a deal with the devil, and I agree that these federal grants waste too much of our money. Yes, they would "have to pay it anyhow", but it was supposed to be budgeted in the amount they were given for the project, so they should have to take that much from something else (like cut out a golden door somewhere) to pay the labor, not come back to the county to pay twice for what they were already given! I hear the train too...

Well, Old Timer, it's that attitude that got us here in the first place. And as much as I have tried, I can't seem to even see a flicker of change. And I have tried and watched others try and the more common sense ideas that often save money and benefit the taxpayers that are brought foward ......the faster they are shot down.
I have never seen such a bunch of blatently proud ignorant bastards in my life. I am confident that if it is NOT school related it is NOT going to pass the commission. No tax breaks for the elderly, no repeal of the adequate facilities tax, or the wheel tax, or road improvement, or county commission internet site, etc...
8-10 years for a new jail that has been full or overcrowded since the day it opened,(and they are forced to cut short sentences, NOW), but by God just mention its for the schools and you will have 11+ FOOLS bending over backwards and bending any rules and facts they need to, to get funding for you. Even if you waste millions of taxpayer dollars and get caught lying about it, they will give you the money.
I don't agree one bit with your statement but I sure do understand where you are coming from. Perhaps a few more years of beating my head into the wall and I will be repeating it myself.

Then when we are done camping or in our spare time, we could put in a couple of thousand gallon tanks and big pumps and ladders and some cool flashing lights and a big damn siren on them worn out busses, and go into the far fighting business.
The stupid ass commissioners would vote a unanimous 11+ to give us 25 grand per year PER bus !!!Talk about sattelite stations ! Big money Slider, I tell you we could get RICH.

Stupid and sad, but that's about the only way we or our local volunteer far fighters will ever get any money off the dark side of the commission.

And its NOT for the school system. They have "concerns about us wasting 100K per year on something as silly as far protection, yet pissing away over 2 million on plans or losing a whole years bus budget, or lying about 700K for bacon davis act, or paying twice the actual value for 5 times the actual land needed, forgetting the 200K furniture, putting 30 million dollars worth of un-needed and un-wanted schools on unsustainable and un-safe roads that will require 2-4 million, in un-budgeted road improvements along with a 25 million dollar remodel that should have been done with monies designated and sitting in fund over the last 10 years is a real stand up position. Must not be any good kickbacks from the farman. Probably hard to bribe the crooks on a volunteer's budget !!!
I am so proud I didn't vote for a damn one of them !
And come election time, I will remember and help campaign against them all !

You guys are gonna roll your eyes...but,I'm gonna have to talk to my buddy Charlie about that damned road to Mount Horeb.That's a real MFer.(And I don't mean Massey Ferguson). Gonna have to be widened and massaged into something smooth and attractive looking.Hmm,Another meeting at the Cracker Barrel.Might see if that Mavis-Bacon act will work for my Buds at the road department.it might help them with some tractor payments.

I guess some of members of comm. are not as bad or dumb as all the pro school people let on. If everyone will remember there have been a few of them saying something wrong from start but 11+ of them wouldnt listen and tried to make them out as being against everything.I guess some of those dumb country boys are NOT so dumb now.

Just wait until you see the outdoor trash cans Jefferson County High paid top dollar for. They're really nice. They would have made wonderful rain collectors in classrooms and areas with leaking roofs my child attends. Too bad they're outside, but I do get to view them twice daily to keep my low blood pressure in check. For some it's all about superficial appearances. I thought the leader of the DOE was well versed in fine print and bs jargon, yet he overlooked a tiny bit of print. If I do that in my job I get the ax. No worries though, if the county runs out of funds for the new HS/Freshmen Academy they will just make sure the outward appearance looks better than the rival schools and forget about the inside. Perhaps it can be a skylit school available only on pretty days. Oh, better yet, get "cottages" and put behind the block walls and pay rent for those instead of purchasing them out right. If you can't manage what you have already, adding to the collection will only result in more dilapidated buildings. Some do not care about what the county has or its legacy. Some are hellbent on creating their own legacy. So far, all those superficial egotistical maniacs will be remembered for is the mass exodus of people who actually loved the county and the great influx of misfits neighbors needed rid of. I'm not sure how or why, but some can violate every ethical and professional rule known to man and come out with a raise and higher title, not only for themselves, but for their families and friends, too. It is a disgrace anymore to admit living in Jefferson County because everyone in power, with minimal exceptions, are corrupt. I applaud anyone who calls the liars out and bucks their system. I know if the leader in the premier site is for someone they must be a crook. Likewise, if he is against them they are attempting to hault his gravy train. Look at who's leaving this county and look at who's replacing them. Keep your eyes open in the summer months and you will understand, more packaged deals are coming. JC is getting other people's trash. I suppose that's why the cans must be the best.

The union boss let them know they had better use unions building the schools. Well, the contractor does not have to use unions they will have to pay union scale. I am sick of federal government outdated laws and these stupid mafia groups who want to run and rule taxpayers lives and anyone who gets in their way. Of course we the taxpayers are getting screwed royal by DOE and the 11 dummer down CC's.
If it is not corruption then they are just plain incompetent and should resign and get out. People's blood pressures and tempers should be topped out soon.
