Over and over we read your comments of Douglas County and what you call, the "good ole' boy" system(s).
Out of curiousity, can you please explain more in depth this label and also, how you as a chairman will actually change this system? In doing so, how will you address the "good ole' boys/gals" that are currently serving in offices or employed? |

Born and raised in rural Georgia, I’ve heard this phrase used all my life. But now it comes up every day here, and I am glad you asked me, because now we can bring it out to the light.
My definition of a good ol boy network is basically a social network, which heavily influences local business, government, and legal functions. It is very informal and decentralized; it’s just known who is influential and calls the shots locally. It is usually composed of white males; however, here in Douglas County we must include a few White females and a few Black males who just go along to get along. So having that make up – it’s not a racial attack by me on whites – it’s an attack by me on a social agenda wanting things there way, period. So no I am not playing the race card – just stating a fact, there is an element in this county wanting to control things the way they want it. If you’re connected to this good old boy network, you get perks and deals not offered to the normal population. If upset them, they exert their network power to make your life difficult until you either move or give into their demands. Me I did neither and now but they want to take my furniture, car and even lawn mower because I stood up to them over SPLOST. For the record, I don’t owe this county one penny. The good ol boys used private practicing attorneys to represent the county, they the ones wanting legal fees. Is a good ol’ boy network so evil? Yes because it extends favors to their friends, like Tom Worthan employing all his friends, or family members? I’ve often hear the phrase,‘it’s who you know not what you know that’s important. Also I’ve heard the phrase ‘big fish in a small pond’ used to describe people who like being the big dogs in town and block things that would take away their power, even if those things are better for the community, school and economy. For example, we had a sitting female commissioner who was president of a trucking company working on a multi-million dollar contract with the WSA replacing the Dog River Bridge. When confronted, she resigned only to be given a Bail Bonding license to make money off the county. How does a local company get a 1.5 million dollar interest free loan guaranteed by the Development Authority? How does a Church get a 3 million interest loan to build classrooms and a gym through the Douglas County Development Authority? It’s called un-fair advantage. It’s called using tax payer money to support your friends businesses or opportunities. Voters voted down the last two SPLOST attempts because of this local network adding dog and horse parks, YMCA and etc... to SPLOST. Or another bail bonding company owning the this county millions in fees for people not showing up for court –Another example, the Douglas County Board of Commissioner running a survey on its website asking you the voters who you were going to for in the District 2 Special Election. Then when the survey revealed more people was selecting me, they use Major Tommy Wheeler and the Sheriff Department to disqualify me, saying because I hadn’t turn my water and power on yet, I didn’t live in the District when I had a lease on the property dated 3 days before qualifying. The laws states I didn’t have to live in the district before – just had to live in the county for more than one year and live in the district the day I qualified. |

Does Douglas County have a good ol’ boy network? I know we do, though I know there are several groups of people who think themselves to be in control behind the scenes (even though none of them may be).
The Douglas County Good Ol Boys Network isn’t anything new, it’s been around for generations it just has new players in our county government and employees. I have observed it and been party to it. In 2001 I was recruited to run as the first black ever for county commissioner as a Republican. Half ways through the election I found out it wasn’t for me to win, just to run so the argument black are afraid to run for public office in Douglas County would be taken away. A lot of people are quick to say it is no different than what happens in any large company or any other place of employment. My answer to that is government is not a business nor can it ever be run as a business. In business if you lost money it comes out your pocket, in government you lose money it comes out the tax payer pocket. This good ol boy network in Douglas County does not have the citizen’s best interest at heart. They are abusing power illegally and unethically for personally profit. To them, it’s about the way things get done and who gets their preferred position. The people in voting down the last two SPLOST have sent a clear message, we ain’t stupid anymore, we tired of this crap and we ain’t taking it anymore. I believe that the citizens of Douglas County generally, have no confidence in its leaders and employees. How I will change the system is by first making our local government open and accountable to you the people. How will I address the good ol boys/gals currently in office or employed? In most case when you are exposed you don’t stick around. I know in electing me there are going to be many that will leave because they are not going to want to serve under me. So that will alleviate some. For the rest they will have to do their job just like everyone else and their performance in their job will decide their future and future success. I am not trying to get elected to go start firing everybody. This county has a lot of good dedicated employee and they deserve the respect it comes from years of doing a good job. To answer that question, I really hope they will look at it as how I view my religion, by Faith, that through Jesus who offered something better, do I follow. That they will see what we are doing to change the way we live here and how our local government provide service for its people, that’s it’s a better way and they willingly follow to do better not only for themselves but for the people as a whole. So I hope I answered and addressed your question and or concern. No go Vote for the candidate of your choice, so you will be happy whether they win or lose. |

Mr Quarterman,
Why did you move here? Was it close to your work location? Was it a small county and you liked the laid back approach of a small county? You see I for one like what was here when I moved here. If it was because the good ole boys network then I would like for it to stay that way. I don't mind change but a lot of people must have told their friends about how nice this county is and now these same people are trying to change it to be like where they came from. If I wanted to live in the slums I would have moved to the slums. This was a mighty fine county till everyone wanted to have it their way. I see you as one of those people that says we need change but I don't think I for one will like what your idea of change is going to continue to bring to this county. |

At the time when I moved here yes it was close to work for me. After moving here I learned this county was orginally named for Frederick Douglass who has always been a great admirer of mines on his political stances he took for equality.
I can understand your thoughts, but times have changed and people have changed. If these good ol boys wanted to keep it as you say-- then they well then they shouldn't have built 10,000 houses - then advertised up north and the like to get people to move here - they should have kept it small, quiet and cozy. Make no mistake, they brought the people here, through Section * offers and every other means they could to make a profit. Just like many other businesses - greed, profit, bottom line turned your small, quiet, cozy little county into a metropolitian city. The people are here now--you got to treat them just and fairly. And if you read, they, your good ol boys brought me into the political spectrum. Durning the height of the building boom--it was not so much people telling people -- it was jobs in the south, high paying jobs and home prices. What we pay 200k for here they pay 600k up north and probably close to a million out west in some city. So the majority of the people moved here for opportunity. And if you choose to want to live in the slum--then that too will be your choice. Its not about my idea of change -- see people read but don't comprehend what they read these days. In everything I post on here its been about the people --the people actively involved in there government -- that way you place a role in not letting it become a slum. I know we are different -- we have to be--look at what I choose to do--be in politic--a field few really want to be in for the reason I do--to make a difference -- its not about the money for me -a technology engineeer makes far greater -- with less stress I am just here in the early stage of this election gathering the thoughts and feeling from some of the people living here--on the changes they would like to see -- not mines Yes I have suggestions, but they are meant soley to inspire your thoughts and reflections |

It's going to get real entertaining when his admirer Mr. Douglass posts on here his endorsement of Mr. Quarterman. Every time I here the President speak I have to hear this kind of crap. I'll be damned if I would attend a BOC meeting and have to decipher this crap.
|

It's definitely hard to take him seriously. I'll be the first to admit that my grammar is not perfect, but if I wanted a future addressing the public and other VIP's, I would definitely make sure I knew how to speak properly, or at least have someone else check to see that I did.

1 And since no one attends BOC meeting now-- you probably won't when I am chairman either--so no lost -- no gain I’m not running against any one person. I am campaigning to serve the families, children, taxpayers, home and business owners, and all others who live, work, and call Douglas County home. My purpose is simple. I am focusing on the issues and taking my campaign to the people. That’s why I am here. Government belongs to the people and when elected I will be a servant of the people. The only poll I am concerned with is the one on Election Day, when your votes are counted. So your comments whether my grammar is correct or not is not the issue - if you would debate the big issues -- you wouldn't have so much time to look for the small issues as to whether or not I said there instead of their. For your information, I am Microsoft Certified technology consultant holding a Cisco CCIE with a PMP certificate who just completed a 2.8 billion dollar technology refresh project with the CDC and Dep't of HHS. So if my technical writing skills were good enough for the ones that put food on the table -- then.... Come on by lets’ go to the Fast and Friendly convenient store and get a couple of quarters in a brown paper bag -- my treat. And let us sit down like grown men and women and see how we can better things around here for you and me both. Like it or not—I’ve paid my 2 grand—you or them this time can’t stop the show—I will be at the dance on November 4 with a ticket to sit at the big table – and a choice will be made—and I stand as good of chance as the other or getting that winning seat—now doesn’t it seem more feasible that we work together—who know it just might be some of your ideas that I implement. I am not asking to be any of your friends - just tolerate each other and do what we got to do to get along and do our little part to make this world a better place for our kids to inherit. A vision for Douglas County must meet the needs of all of our citizens. That vision must honor our past, understand our present and protect our future. It must consider our natural resources and quality of life issues as well as our need for financial security. My vision for Douglas County is very positive. I will implement a Growth Policy that will be developed by volunteers from all across the county. We will have a stable economic base, expanding major employers, entrepreneurial program support and creative individuals to lead change. There will be multiple advisory and decision making boards where citizens can donate their time and use their expertise to solve our problems. This all will be done because good citizens know it is the right thing to do. The County is inhabited by very special people and this can be a very special place to live. MY VISION I am committed to keeping our county safe and expanding opportunity for every resident. This commitment is reflected in an agenda that emphasizes the security of our county, strong economic growth, affordable health care system, and retirement security for its employees, honest government, and civil and civic rights. Building communities where differences in colors, opinions and ideas are all respected equally. A County unified behind a clear understanding of tolerance for each other, and dealing effectively with issues and working with local government to accomplish goals. A County that recognizes the importance of protecting our water, the environment with goals that are lofty and noble by developing parks and recreation to improve our health quality while protecting the private property rights of land owners. A County, which will grow responsibly and dare to dream of the possibilities. |

Seeing how you are a CCIE and all would you mind sharing that CCIE certification number with us? Now this I have to see for myself to believe.

Mr Quarterman, do you know what the meaning of truth is? As in speaking it? There are so many lies you have posted, I am stunned. How can any man speak about issues and seriously have NO idea concerning the real "truth" about what you are talking about. Please do not attempt to insult our intelligence and try to deceive unknowing residents in this county. what a fake and liar this man is and when I have more time, I wil expose them. According to Mr Quarterman "He did invent this thing called blogging" so we need to honor him. Hey, maybe we can have a day in honor of him here in Douglas (with one s) County. And maybe he could invite the inventor of the Internet Al Gore as his guest. We are waiting your next post of lies Mr Quarterman |

1 And when you refer to anyone as a liar it would be apporiate to reference the lies. And if you referencing Frederick Douglass descendents - go by Mr. Pete's Barbaer Shop on Fairburn Road at the shopping center where O'Reily Auto Parts is and ask for Mr. Pete--he and his family will gladly substaniate my story. As a matter of fact--about 3 years ago the Frederick Family held their annual pinic in Douglas County as Sweetwater State Park. What insult one's intelligence is making statement before you know if the statement you are calling lies are factual or not. Remember when living in a glas house--better be careful not to throw stones. And when you go pointing fingers at other--remember there are at least three pointing back at you. The good ol boys have been after me for years and I am still standing - so your threat to expose me is seen more as an insult to you than me--you are one vote--cast it by your preference - |
Mr Quarterman, I will repeat From "did I say that" stated and add some more details so you can understand history also; I just read what the state website and state info site says and nothing was mentioned about douglass county or a frederick douglass. It is known by historians that Georgia was occupied by the North or Northerners a k a otherwise called a c a r p e t bagger led legislature installed by the UNION / yankees during reconstruction.(this was from the Republican Party which Douglas County was enemy ruled, and the Republician party was the party which freed the slaves) and he the "yankee installed governor" Rufus Bullock, whom after Federal investigation was found to have ran a improper, corrupt, illegal & arbitrary administration and later INDICTED and arrested, by a fraudulent election tried to "push" the name douglass on DC but a group of "politicians and locals" living in DC (Skint Chestnut some of the founder members) fought it at the capitol and won. It was named douglas county by the 1st judge in the 1870's. So your black version is somewhat correct, but history proves you to and the county website to be a liar. it was only because the north had control and "pushed" the issue - oh yeah the governor left the state and the governorship because he was about to be impeached and ....... Again, Mr Quarterman, that is the truth, so please speak it when speaking about our county named after Stephen Douglas - Douglas County ! |

No body needs to expose you for what you are you do a great job all by your self. You will NOT be getting my vote. |

1 So what if a Republican administration controlled Georgia and named a county after a Black person -- where later a group of white democrats fought to have changed (that’s politics)-- the key is fought to have it changed – which means it had to be to something in order to change it. And just to put this conversation to rest --since you are so fond of quoting what on the State website and what Historian have to say, go to the link below which is a map of Douglass County in 1874 and tell me how it is spelled. It appears it was spelled that way up until sometime around 1883. And for further clarification go read (Ga. Laws 1870, p. 13). http://www.cviog.uga.edu/Projects/gainfo/hist... Ol yeah, the site is found under the Carl Vinson Institute of Government -- University of Georgia - who the current constitution and the State of Georgia recognize as the State's official government institute and source of information. So don't argue with me over something neither of us can change -- call the Carl Vinson Institute and ask them why these posting false/lying picture under the State of Georgia name. Name calling, taunting, hurled insults, and tough poses taken are typical male dominance behavior when a new male or new power arises that challenges the existing power structures. So, in recognizing I have no intention of simply blending into the existing culture, I expect the ridicule and challenges. Like I stated over and over -- I am here to engage in dialogue regarding how we can make this county better for its entire people, not a selected few. The insults I am receiving are fear and uncertainty driven and purposeful. I understand some are trying to provoke me, and that my strength and determination to lead this county in the right direction is under attack. So I tell you here and now, the taunts will not work. Fear often manifests itself as anger. Intimidation is not going to work. The real fight is in making things better, not listening to someone that can help make things better but choose to ignore that responsibility. Just as I have risen to meet the challenge of the good ol boy network currently in controlled of Douglas County political and legal system, I will through the grace of God will rise to meet yours. I don't fear anything, because I know who walks with me. You can't beat the power of God. He guides me and led me in everything I do. So I don't fear, because I know the power of my God and why I am fighting. My task is about more than any election, it is about the security to live in peace and raise my family. And so, I will stand my ground, determines to finish the work. My Agenda • Economic Justice – Everyone deserves an equal opportunity to prosper, including equal access to sustainable and productive work; my policies will promote economic self-reliance. • Civil Rights – Every individual’s civil rights must be protected; discrimination and harassment based on race, ethnicity, gender, religion, sexual orientation, or physical and developmental ability will be banned. • Health Care – Every individual should have affordable, comprehensive, quality health care, we will help to provide the facility to make sure they get attention needed, especially our Seniors. • Education – It is essential that we invest in quality public education for all, and above all make sure we operate a fair and equitable school system for our children to learn. • Environment – We must commit to restoring and protecting our environment and implement my plan of "green infrastructure" Elections Are About Choice - The Time Is Now - The Choice Is Yours It's Time For A Change In Leadership! |
