Feeling safe in your neighborhood

I live in a neighborhood in Counsel Bluffs where you feel that there are a few neighbors who feel it is ok to bully and harass other neighbor's. We see it happening around us and feel we can't do anything about it. One neighbor, who has lived in our neighborhood for quite a while has been treated the worst.Her yard is trashed, things thrown at her house, yelled at, called names and even been shot at by a pellet gun. These few neighbor's have even engaged their children to do the same. When the police have been called,she does what the police tell her to do and they say she has no proof, make light of the matter and it continues. Reports have been made and nothing happens.The offender's lie and blame others. This is an on going problem. Alot of neighbor's have hoped it would just stop, but it continues. Some of us are afraid to say anything due to the fact that we see that nothing has happened to protect our fellow neighbor and we fear retalition from the offenders.

What can we do to feel safe in our neighborhood?

I live in a neighborhood up by the park and see this problem taking place. There's much talk about the perpetrators at hand. One has been seen combing through garages while people are not home... as well as other antics.
The police have been contacted on numerous occasions with no results...And the problem continues. Two families try to rule this neighborhood and because they are friends with a C.B. Police Officer...they continue to feel & act as though they/themselves are above the law. The one family condomes their children to be neighborhood bullies while cursing anyone to challendge them. The mother claims it's her right to deficate on the other neighbors curb if she so feels like it. This is a bad situation..and I see it progressing to the point of someone is going to get hurt before it ends. Maybe then the C.B. police will step in and handle this problem!
