Mr Sheppard was disrespectful to a city employee just trying to do her job. He may need to take so classes on how to conduct himself in public. This is not the first time he was out of line with his comments to city employees.

Sec. 2.15. Duties of the Mayor as Emergency Management Director and Powers of the Mayor during a Local State of Disaster.
The Mayor is designated as the Emergency Management Director for the City of Copperas Cove, and shall serve as the Governor's designated agent in administration and supervision of the Texas Disaster Act of 1975, and may exercise powers, on an appropriate local scale, granted the Governor therein. During a state of emergency the mayor, or, in his absence or disability, the mayor pro tempore, shall have all the powers which would be vested in the council under this Charter and may exercise those powers to the extent he considers to be reasonable or necessary for the protection of persons or property. In addition thereto, he shall be specifically empowered:
a. To place temporarily any city officers, employees, services, equipment or properties under the direction or control of any office or officers of the county, state, or federal governments, including the military services, and the duly constituted officers for the civil defense;
b. To enter upon cooperative agreements with the proper authorities of county, state or federal governments, or other municipalities, for mutual assistance within the area of an existing or threatened emergency;
c. To order the evacuation of persons from all or any part of the city and to close any buildings or areas within the city;
d. To re-establish the seat of the city's government at another place, provided that such place, if outside the city's territorial limits, shall be at the place nearest thereto which is suitable and practical.

Considering the current situation in America today, with it's bankrupt corporate UNITED STATES OF AMERICA, as of 1933 this nation has been in a state of military emergency ever since.

Considering the oath the city council members make when they swear to defend the U.S. Constitution, yet we have a foreign owned central banking system called the Federal Reserve System that is sucking the economic life force right out of the American people and not one of these elected officials has the moral courage to speak the truth and help return this nation to a Constitutional Republic. It's time for the National Economic Security & Reformation Act to be enforced. Treason is a capital offense. What's going on in America is cause of immediate action via a commercial war that will send these enemies both foreign and domestic where they belong. The Federal Reserve System has got to go.

Yes there is something very wrong with an individual who was used by the people in a town next to one of the largest armored military bases in the world, to go after it's mayor for so called violations against it's city charter when the real "violators" of the United States Constitution are supported by such hypocrisy. Truly unbelievable. Maybe if the mayor is duly re-elected again by the people of Copperas Cove what needs to be done, starting with Copperas Cove and the soldiers on Fort Hood, we can straighten this country out and give it back to the people and take it away from the traitors. Divine Providence is on the side of "We The People". Have courage! Your commercial redemption is close at hand.

Think people! Let the "united" (key word) States of America give the Federal Reserve System back to the bankers that own it, put them out of business and put our nation back on it's true path where life, liberty and the pursuit of happiness are the God given unalienable right of every human being on planet Earth. Then we can restore our nation to it's original vision as a beacon of freedom for the rest of the world. If the true American people could set precedent then many would follow and fearlessly. One would think such and act of bravery would inspire many to truly live for peace and not a need for war. There's more on that also current sad reality (a war on terrorism where the the friendly and foe are paid by the same source? one hell of a smoke screen). We have a right under the Uniform Commercial Code to remove ourselves individually from the liability of the national debt imposed upon us against our knowledge. Take our commercial sovereignty back as individuals and as a truly sovereign nation. Set up in a Pure Trust Organizations against unlawful inflitration of any kind. The flaw in the armor of the beast has been revealed. It's days are numbered as the American Spirit will not allow its self to be enslaved much longer. The "keys" to unlock the chains of economic slavery are soon to be over. And it is obvious who is for restoring America to a Constitutional Republic and who are not. Just read what they have to say and you know right where they are coming from. Believe in the dream that was once America and some really great things will happen in this part of the world. Continue with the treasonous leadership and crime will increase. "Corrupt" is too polite a word. Corruption can be somewhat tolerated though barely, but treason is the very act of betraying one's God and country. Not to mention the children and grand children who have yet to even realize where their future might lead them. What an awesome time to defend that wonderful document called the United States Constitution, Supreme Law of the Land, against its enemies both foreign and domestic. You can bet these money masters will not go quietly, but then that's their choice. There are enough good intelligent people that would be willing to give their all for that most sacred gift of freedom. If a man or woman doesn't have something worth dieing for, then that man or woman isn't fit to live. Martin Luther King said something like that many years ago. The knowledge is at your finger tips. All one has to do is log in and load as the commerical "ammunition" (paperwork) is there. There is no excuse to blame someone who is ignorant of the truth. But there are those to blame that do not harken to it, that is if they are truly American. All in leadership in America today need to make some serious heartfelt changes in the way it does business for and with the American people. It's time.

CORRECTION/ADJUSTMENT: Considering the current situation in America today which is complete in a state of complete economic disaster thanks to it's foreign ruled bankrupt corporation, i.e. UNITED STATES OF AMERICA, as of 1933 this nation has been in a state of military/economic emergency ever since. The perfect symbol of such a state is the fact that there is gold fringed flag with eagle on top in every single courtroom, school, church and city council chambers. All of these are civilian and do not warrant a military flag. Unless of course if you study the law. The International Law of the Flag is for real and under admiralty/military jurisdiction one would find why a U.S. military flag is where it is throughout corporate America and its turbulent "high seas of commerce". If one is blind, let him hear. If one is deaf, let him see. The truth will set you free, that is of course if you let it.

What needs to be asked is what set Sheppard off.
From insider info, it appears the water dept turned off the water to a rental property he owns by mistake.
Yet, this is all Sheppard's fault????
Gardner needs to go. So does Thompson and that stupid thing we call a city secretary.
And believe me, they'll be gone within months!!
And as far as Walter goes - you should move soonest.

Wow. I'm glad to see everyone up in arms about Mr. Sheppard being disrespectful to a City Employee. Where were you when Felon Fred Harris pointed a firearm at a City Employee? Why is he still on the Cove City Council?

Fred Harris is still on the City Council because our great city attorney gave him legal advice on how to get around the charges. He plead "no contest" which resulted in no trial, but him placed on probation. Because he was actually convicted of this felony, he was eligible to remain on the council.
Great piece of work, that City Charter we have.

What is wrong with you people? Some Civil Servants should be treated like Gods. They can determine when you will have water. When you will get cited for parking on the grass while others like the old mayor has a fleet of vehicles parked on the grass on Business 190. Shame on Councilman Shepard for not bowing down when they screwed up.

As for the lady City Manager, we should be calling her the ex-city manager.

City Attorney, what a joke.$140,000 a year for questionable part-time work. Give me a break.

Yes, the City Secretary should be ashamed of herself. I ashamed for her. Must be hard for her to look in the mirror.

No wonder everyone is joking about Copperas Cove.

All city council members should go to a behavioral class before taking office. Most of them don't give a darn about the people of Copperas Cove. They just want their name up in lights. Too bad the lights are about to go out.

Let me start here... Michealis...wtf? You need an intellectual enima to clear the "grassy knoll" swill from your beleaguered mind. You probably wear a tin foil hat.

Next, all those conspiratorial council members who voted to remove the Mayor and at the same time continue making a mockery of our city and the voice of the people need to be removed from office.

The vote is coming May 10. Watch what you vote "FOR". There is a post on thisa site with great insight as to the new charter amendments. You should find it and read it. Print it, use it. Our council is so full of themselves, they think they can do exactly as they please and everything will be fine.

WE THE PEOPLE, IN ORDER TO SMACK A REPUGNANT COUNCIL, VOTE YOU GONE!

Stand up for your city and when we get control again, we can remove deviant influences like the city asstorney, and four council persons still in office. The city secretary should be fired. The police chief and fire chief need to really think about who they are going to side with, their fate may hang in the balance.

Fred Harris is a felon by forfiet, but still a felon. Fred you have no shame or pride except for getting over on all of us. Most of the rest of the council is just out to line their pockets or hook their friends up. Did you know Bradi Dias (former Mayor) is related to the Dewald family?(Developers, Realtors, Rental Property Owners)
