Notice he says "the officer jumps out and immediately start pursuing the individual".... from this point where was the police K9? From this witness standpoint only actual police(s) man/men starter chasing the suspect.
There needs to be an investigation.

That said, and given the eye-witness statement, this matter seems a bit strange, and it needs to be thoroughly investigated to determine if the suspect was not 'only' shot because he shot the dog, and that the suspect (longest) was a threat to the police officer(s) who shot.
We just need to ascertain whether the shooting was to quell a threat to the community and the officers involved, or just retaliation for the K9, which is murder.
Police arrest people all the time with guns, all the time who shoot those guns, and even very often suspects that shoot at them...and bring those criminals before a court of law as understood to be what the police charter is nationally, not judge, jury, and executor.

Criminals deserve what they get, if the guy didn't steal a car, didn't shoot the dog, he would be here and not in Hell where he probably went. I doubt he had time to repent before being killed.
