Bill Clinton calls Obama an "amateur" president

Is there a such a thing as a "professional" President? Were any of the Presidents "professionals? Does winning a re-election make a President a "professional?

Even a Vice-President is nothing more than an apprentice. And it is a long way from a governor's mansion to the White House.

I'm a thinking they mean amateur as in he ain't very good at being president, in fact, I think he sucks at it.
