I really did not care which administration did it. To me they are all the same. It was all for votes so the people in washington could stay in office. Which impotent figurehead sits in the Whitehouse is not very important in the long run. As you say it was blind panic. Panic that politicians would lose Their jobs if the public was not fooled into thinking they were doing something.
