Arne tried to reform the system via the Legislature, which resisted because of pressure from lobbyists for various pressure groups and corporations. Then he went over their heads, directly to the voters, who in turn rejected his reforms. He tried two more times to appeal directly to the voters, and they again refused to endorse his reforms. The fact is revenues soared under his reign, but spending rose faster.

Arnold has failed. He thought public beatings of State employees was governing. He is certainly a failure as a leader. No vision, just a mean spirt.
