Sometimes it is delayed pending blood and toxicology analysis. They must have an autopsy on the deceased to see if he perhaps did not coincidentally have some other health condition. If the woman was drunk, that's one set of charges. If she was not drunk and performed this act willfully and with knowledge of the consequences, that's a higher charge. The whole idea is to come up with the maximum charge that can be supported with the evidence. There is no need other than public reaction to speed the proceedings up. A person could be charged a year later for example, but that rarely happens.

Now sometimes we have seen that the perp turns out to be an off duty cop or somebody of influence. Then we suspect they are looking for ways to reduce the charges or compromise the evidence. We'll know soon which category this falls into.

I'm not surprised by this. I have seen idiots like this driving the wrong way plenty of times, in fact, my whole family was an inch close to having a car accident because of these bozzos.
