you know, I really feel sorry for these parents. I work with the mentally ill and mentally challenged. It can be quite difficult to keep them safe from themselves. This family was just trying to keep him safe. Yeah, it was not ideal, but they do not live with an ideal situation. Perhaps with the social service/nurse coming in they could have suggested something more 'legal'.

Seven adults living in the home and nobody to watch him? Ever hear of alarms on the doors? That's what group homes do. If you can't handle him without chaining him up, perhaps you should explore other living arrangements or care plans. Not buying it.

Look they collect the SSI checks, cash them buy him a new chain every two or three years ( stronger ones ) food stamps feed him, medical assistance is his health insurance and they get the 650 dollars plus to take care of him ??? hang the adults. Let this poor guy live with others like him without chains.

Apparently, it had been determined that this 21-year old is developed enough to be able to live at home. Maybe, after this incident, the whole arrangement needs to be looked at again. But...the family doesn't need every Tom-Dick-and-Harry in an already difficult situation.

So the seven adults all worked the exact same schedule and could not arrange work schedules to make sure someone was home? This is a responsibility you accept when you choose to care for sick/disabled loved one at home. If you can't deliver on that responsibility, don't accept it.

It may be cheaper to have him at home, but cheaper is not always the best. There are state programs to help with this. Of course, then you can't collect his social security check for yourself.

Group homes do have alarms as well in case the worker is in another area and someone wanders out.

Chaining him up is absolutely unacceptable. If you can't deal with him, admit that and get someone to help you. Abusing somebody instead of asking for help kills people.

this is a shame. chalk it up to ignorance, cultural differences, or what.. It was bad judgment, but I doubt there was no evil intent involved. The family could have hired a PCA, or done respite care, or something in the home-care spectrum. I have worked with the elderly and DD community for years, and it is astounding the ignorance that surrounds many.

I hope this young man gets the services he deserves, and his family moves past their ignorance!

What about the reported beating with sticks and boxing gloves. Was that for his own good as well?

I couldn't have said it any better. Many years ago I worked as a respite care provider for families exactly like this one. There is absolutely no excuse for using a chain to restrain someone, even 'for their own good'. There are very strict rules, specifically Rule 40, in place to address the need to physically restrain a person or to hold them in a room against their will temporarily for their safety. I've known many good people like Cheng who require the company of someone 24/7. Some of them lived in group home settings, others at home with their families and the help of state and county programs. I don't know Wisconsin's family service laws but I imagine they can't be so different from Minnesota's. Knowing there was a social worker dropping by on a monthly basis, it seems like the ball was dropped. Cheng's behavior has worsened over the last few months, and his last adventure almost got him hit by a car. These are things his social worker should have been right on top of, and put in place some additional help for the family. At the very least, there should have been some assurance from the family in the interim that someone would be with him at all times. My hope is that Cheng will now get the appropriate services to ensure his safety round the clock.

On a side note, I'm curious about Cheng's parents having separate addresses in the affidavit, yet the article states that Cheng had recently moved into his parents' bedroom to be more closely monitored.

Yes chains on a person is soooo misunderstood. Maybe he has a hardware fixation and they were doing that to keep him from shoplifting at Menard's!

there are many false stories on this issue...but i believe what cheng's parents did to him is wrong and they should be put in jail. Maybe this is a hmong culture in laos, but they are in the U.S and need to follow the rules.

This is how i react to Phong Xiong's story. I use to date his sister in-law and knowing for quit a while. I always thought he was a good person, until i found out he doesnt care about his brother.

Me: If they have been in the U.S for that long, they shouldve have know some english and follow the rules we have. If they don't know English, how are they suppose to work, unless they work for Hmong Asscoiation, which i doubt they do.

If the media find that this is true, which i think it is,, the xiong's families include the 7 members should all be lock up.
