Wisconsin's gubernatorial recall election Tuesday is shattering campaign spending records, according to new study by the nonpartisan Campaign for Public Integrity.

The center found that Barrett has received about 26 percent of his $4 million in campaign donations from outside Wisconsin. Walker has raised about two-thirds of his $30.5 million contributions from out of state, according to campaign filings released May 29.

The center said Walker has outraised Barrett 7 ½ to 1 since late 2011.

However, the campaign spending that has been tracked so far only goes up through the May 21 filings, McCabe said. Of that amount that has been accounted for, Walker spent $29.3 million, and Barrett spent only $2.9 million. Walker was aided by the fact that the state’s campaign finance law allowed him to take in unlimited contributions starting from the time when recall petitions were first circulated in November 2011, up through when the election was officially triggered in late March 2012.

A big problem with keeping an accurate track of recall spending in Wisconsin is trying to keep track of the Super-Pacs and their hidden donors. For example, the Milwaukee Journal-Sentinel published information about the spending that ignored the Super-pacs, as did the Wisconsin State Journal.

If the State Journal "had included all undisclosed interest group money in its analysis, there would be at least "a $20 million fundraising edge for the Republicans."
