GPS tracking of detainee's or inmates is not perfect. People have been known to cut off GPS devices and be in a different state long before law enforcement knows about their absence. Funny thing is law enforcement has assured us that they can be at someone's residence within minutes if they ever cut off their GPS device. There are many places in Barron County and Northern Wisconsin where cell phone signals do not work. Even for people required to take breathalyzers test regularly.

quinn went to school with most the barron county cops and graduated with some,was good friends with them in school,something fishy about the whole thing
