I commend the Commissioners of Morgan County for accepting and trying to do the right thing by being responsible for the debit. However with Morgan County being statistically one of the poorest counties in Ohio how will this effect the employees of the county agencies? But on the other hand the people of the county could possibly make a stronger effort to pay county fines, real estate taxes or increases sale taxes?

....and presumably they made this decision without hiring a firm to do an economic "study" first.
