Well, that age old caveat that was highlighted in the movie, the Bucket List, about never passing up a chance to pee will certainly come into play during the construction season at these rest stops. Of course, the second caveat to never trust a fa-t will also come into play here as well. The third caveat about never wasting a ha-d-n would probably be a little difficult to avoid when in heavy freeway traffic so it probably doesn't apply here.

When I was a kid and on camping trips out west, if we (three boys) didn't go when we stopped at the rest areas, we had to pee in a coffee can in the back of the station wagon.

This policy is clearly anti-gay. I hope the ACLU will take this to court.

"The department said portable toilet facilities will be provided at some sites during the construction."

Will the signs be in English?

Yes. A milk jug is a plastic container that usually is made in 1/2 gallon and 1 gallon sizes. It either has a snap on cap or a screw on cap. Most people recycle them, or at least I hope so. If using one as a recepticle for urine, I would recommend the jug with the screw on cap, it's more reliable. They didn't have milk jugs when I was a kid, that's why we used a coffee can with a lid.

OHHH! Gotcha. Don't forget to vent it. I remember the time I peed into a pop bottle at the drive-in theater. Oy what a mess!

All public urination laws should be suspended in the affected areas.

We used to pee through the holes in the floorboards, it improved our trip times by not having to stop.

In newer cars we installed hoses and funnels at the top, works well for both sexs, even the third sex gays.
