I was in charge of building roads, when I was in the military. Scatting rock on roads without a 14 rubber tire roller to follow up the rock does nothing but put loose rock on the road. The cars will push the rock off to the sides and you need more rock. Just thought I would say something. I paved several miles of road, you must always use some kind of roller to follow up or you just need more rock.
