One of our native favorite sons has encroached onto public right a way on two different streets in Challis. One totally blocks the street the other, his mobile home encroaches about 20 to 25 into the public right a way. We have historical encroachments but this was established about 1 and half years ago. A survey was done by the city, stakes were positioned show the individual where his property line was. He applied for a permit the council denied the permit. Now, the city is confused as to what to do. He will not move his property from the public right a way.
