I think the last photo shos the best reason for tearing down the hand made pools, they will attract unwanted activities in a family setting. Reason #2.

The county and city pays their public works employee's just over the minimum wage. The workers are not going to get in any hurry to get the job done, It's not like they are getting paid big dollars to hold a shovel. It takes 4 employee's to do the work of one well paid person who has good moral and attitude because he will give honest days work for honest days pay.
