Sorry Seniors: Obama Deputy Campaign Manager Calls Gutting of Medicare an Achievement

Katie Pavlich
News Editor, Townhall

Appearing on Face the Nation this morning, Obama Deputy Campaign Manager Stephanie Cutter called the $700 billion gutted from Medicare an achievement made by President Obama through ObamaCare.

You know I heard Mitt Romney deride the $700 billion cuts in Medicare that the president achieved through health care reform.

As a reminder, the Obama administration stole the $700 billion from Medicare to pay for their government takeover of the healthcare system without a plan to replace Medicare funding. Despite this fact, team Obama constantly claims ObamaCare will be better for seniors when the opposite is true.

Yep, a socialist democrat, who goes by the name Barack Hussein Obama, has already done that. He cut 700 billion out as part of his Obamacare plan. You know, the Obamacare plan no one but Obama and a little less than a majority of democrats in congress wanted. I think he had to bribe a couple to get the pathetic bill passed.

But Obama did get his 700 billion dollar cut passed by hook and crook. I wouldn't look it up if I were you, "well", you may lose faith in your god.

So u have been informed and Warned

One repeatedly hears the claim that the new health care reform law (Patient Protection and Affordable Care Act or PPACA) cuts senior Medicare benefits by $500 billion, and that it hurts health care providers. The facts contradict this claim.

The American Hospital Association, the American Medical Association and the American Association for Retired People supported passage of the PPACA.

It does not cut Medicare benefits; it increases them. All original benefits remain intact with added benefits. For example, seniors can now receive free annual health care checkups (no deductibles and no co-pays), and drug benefits are improved. The new law closes the “donut hole” coverage gap for drugs.

The $500 billion figure is actually the projected savings achieved through reduced growth of future spending on Medicare over the next 10 years; the law does not cut $500 billion from the current Medicare budget, and there are no cuts to guaranteed Medicare benefits.

Medicare spending will continue to grow over the next decade — just not as fast as it would without the PPACA.

The savings will come from a variety of sources, including higher Medicare premiums for very wealthy seniors, reductions in federal payments to private insurers that administer Medicare Advantage plans and reduced annual payment increases to hospitals and other providers, i.e. increases that are linked to the Consumer Price Index. More rigorous Medicare fraud detection and prosecution is another source of savings.

The nonpartisan Congressional Budget Office projects that the PPACA will reduce the federal deficit by $143 billion by 2019.

One has to wonder if Republican opposition to health care reform was ever based on the belief that it would harm the American people or the national economy — or was simply based on the desire to defeat any program supported by the Obama administration that might win public acclaim and thus threaten its future prospects for regaining congressional hegemony.

Here. Put away your democratic party talking points and read what the CBO says...

Last week, a new Congressional Budget Office (CBO) report updated the amount of money Obamacare robs out of Medicare from $500 billion to a whopping $716 billion between 2013 and 2022.

According to the CBO, the payment cuts in Medicare include:

•A $260 billion payment cut for hospital services.
•A $39 billion payment cut for skilled nursing services.
•A $17 billion payment cut for hospice services.
•A $66 billion payment cut for home health services.
•A $33 billion payment cut for all other services.
•A $156 billion cut in payment rates in Medicare Advantage (MA); $156 billion is before considering interactions with other provisions. The House Ways and Means Committee was able to include interactions with other provisions, estimating the cuts to MA to be even higher, coming in at $308 billion.
•$56 billion in cuts for disproportionate share hospital (DSH) payments.* DSH payments go to hospitals that serve a large number of low-income patients.
•$114 billion in other provisions pertaining to Medicare, Medicaid, and CHIP*(does not include coverage-related provisions).

Now, S L O W P O K E...
This is what the CBO says. Not Romney, Not Ryan. The CBO

Lets try again,

SENIORS ON MEDICARE WILL NOT BE CUT

There r other people on medicare.

Eligibility

In general, all persons 65 years of age or older who have been legal residents of the United States for at least 5 years are eligible for Medicare. People with disabilities under 65 may also be eligible if they receive Social Security Disability Insurance (SSDI) benefits. Specific medical conditions may also help people become eligible to enroll in Medicare.

People qualify for Medicare coverage, and Medicare Part A premiums are entirely waived, if the following circumstances apply:
They are 65 years or older and U.S. citizens or have been permanent legal residents for 5 continuous years, and they or their spouse has paid Medicare taxes for at least 10 years.
or They are under 65, disabled, and have been receiving either Social Security SSDI benefits or Railroad Retirement Board disability benefits; they must receive one of these benefits for at least 24 months from date of entitlement (first disability payment) before becoming eligible to enroll in Medicare.
or They get continuing dialysis for end stage renal disease or need a kidney transplant.
or They are eligible for Social Security Disability Insurance and have amyotrophic lateral sclerosis (known as ALS or Lou Gehrig's disease).

Those who are 65 and older must pay a monthly premium to remain enrolled in Medicare Part A if they or their spouse have not paid Medicare taxes over the course of 10 years while working.[21]

People with disabilities who receive SSDI are eligible for Medicare while they continue to receive SSDI payments; they lose eligibility for Medicare based on disability if they stop receiving SSDI. The 24 month exclusion means that people who become disabled must wait 2 years before receiving government medical insurance, unless they have one of the listed diseases .

Some beneficiaries are dual-eligible. This means they qualify for both Medicare and Medicaid. In some states for those making below a certain income, Medicaid will pay the beneficiaries' Part B premium for them (most beneficiaries have worked long enough and have no Part A premium), as well as some of their out of pocket medical and hospital expenses.

In 2008, Medicare provided health care coverage for 45 million Americans.[22] Enrollment is expected to reach 78 million by 2030, when the baby-boom generation is fully enrolled.[22]
