Chouteau County queries Tester re new Missouri dam

What happened to the "greenies" wanting to remove dams on the Missouri and other rivers? Also, isn't there a Lewis and Clark campground involved here? Didn't L&C camp at what is now called, Portage, before they begun their journey around the great falls, now Great Falls? Wouldn't it be under 50 feet of water?
