Federal Income Taxes on Middle-Income Families Remain Near Historic Lows

Federal taxes on middle-income Americans are near historic lows,[1] according to the latest available data.

That’s true both for federal income taxes and total federal taxes.[2]

Income taxes:

A family of four in the exact middle of the income spectrum will pay only 5.6 percent of its 2011 income in federal income taxes, according to a new analysis by the Urban Institute-Brookings Institution Tax Policy Center.[3]

Average income tax rates for these typical families have been lower during the Bush and Obama Administrations than at any time since the 1950s, as Figure 1 shows.

(As discussed below, 2009 and 2010 were particularly low because of the temporary Making Work Pay Tax Credit.)

Overall federal taxes:

Overall federal taxes — which include income as well as payroll and excise taxes — on middle-income households are near their lowest levels in decades, according to the latest data from the Congressional Budget Office (CBO).

Mitt Romney: Cut Medicare, Social Security benefits for seniors:

In his sparsely attended "major policy speech" today in Detroit, Mitt Romney didn't have that much new to say.

Except for his plan to mess with Social Security and Medicare. He got much more concrete, and as has been in vogue among Republicans, wants to take away benefits. He's going Ryan-lite on Medicare (the Ryan-Wyden plan), with the addition of raising the eligibility age, and both raising the retirement age for Social Security and means testing it.

When it comes to Social Security, we will slowly raise the retirement age. We will slow the growth in benefits for higher-income retirees.
When it comes to Medicare, tomorrow’s seniors will have a choice among insurance providers, including traditional Medicare.[...] And with Medicare, like with Social Security, lower-income seniors will receive the most generous benefits.

Starting in 2022, new retirees will participate in this new system. We will gradually increase the Medicare eligibility age by one month each year. In the long run, the eligibility ages for both programs will be indexed to longevity so that they increase only as fast as life expectancy.

They are bad ideas which, no matter how many Very Serious People trumpet them, will do nothing but hurt seniors. In the case of Medicare the only thing it really achieves is increasing actual health care spending and pushing that cost increase onto seniors.

Ryan’s new plan is in lockstep with Romney’s radical budget plan. Here’s a look at how both Ryan and Romney pursue the same policies that endanger the security of seniors and middle-class families in order to make sure millionaires and billionaires get tax cuts.

Privatize Medicare

•Ryan: The Ryan plan would turn Medicare into a voucher program, in which seniors would be left with a voucher that they could use to buy private insurance. Ryan claims that traditional Medicare would remain an option for seniors, but in reality, private plans would cherry pick healthy enrollees, driving up costs for the older and less healthy people with Medicare.

•Romney: Romney would also turn Medicare into a voucher program. Similar proposals would force seniors to pay $6,350 more in out-of-pocket expenses each year. And because he wants to repeal the health care law, he would increase payments to insurance companies by $100 billion, and deplete the Medicare trust fund by 2016. Like Ryan, Romney claims that traditional Medicare would remain an option for seniors—but we know the reality is his plan would drive up costs for those on the program.

Cuts to Medicaid and health coverage

•Ryan: Ryan’s plan repeals health reform and cuts over $1 trillion from Medicaid over the next 10 years. Such cuts will deny coverage up to 60 million people, including low-income children, pregnant women, nursing home patients, and people with disabilities.

•Romney: Romney also wants to repeal health reform and cut over $1 trillion from Medicaid over the next decade. His plan would deny coverage to up to 53 million people, including low-income children, pregnant women, nursing home patients, and people with disabilities.

Cuts to middle-class investments

•Ryan: Ryan’s plan would slash education spending, infrastructure spending, and investments in clean energy and scientific and medical research funding—all of which would cost jobs and affect the future for middle-class families.

•Romney: Romney’s promise to blindly balance the budget would require deeper cuts to all domestic programs than Ryan’s plan.

But both Ryan and Romney made sure to protect the people they think matter most: the wealthy. Ryan and Romney extend the Bush tax cuts for the top income earners. Ryan provides trillions more in tax rate cuts that benefit the rich without explaining how he’ll pay for them, and Romney provides $5 trillion in tax cuts for the wealthy without specifying how he’ll pay for them. And while Ryan rolls back key protections in the Wall Street Reform law meant to help prevent future financial crises and bailouts of Wall Street, Romney repeals all of the Wall Street Reform law, even though a repeal doesn’t offer any budget savings.

Romney and Ryan have congratulated each other on each other’s plans. But when it comes to supporting America’s middle class, the plans offer nothing to celebrate.

In February, the Congressional Budget Office published its latest report on the "estimated impact" of the stimulus.

Although it had originally estimated the stimulus would cost $787 billion, CBO now says it will cost $831 billion.

In the second quarter of 2012, CBO estimates, somewhere between 200,000 to 1.2 million people have jobs they otherwise would not have were it not for the stimulus.

Assuming, optimistically, that the number is 1.2 million, that means each of those jobs cost taxpayers $692,500.

As time goes on, the maximum number of jobs sustained by Obama's stimulus will decline rapidly.

By the first quarter of 2013, it will sustain between 100,000 and 600,000 jobs, says CBO.

If it is 600,000, each of those jobs will have cost taxpayers $1,385,000.

By the fourth quarter of 2013, the maximum number of jobs it sustains will be 400,000 — at a cost to taxpayers of $2,077,500 per job.

It is true that Obama entered office in the midst of a deep recession.

But, according to the National Bureau of Economic Research, that recession ended in June 2009, almost three years ago.
