But, but, but, these workers vote democrat. Gotta' keep them employed by the city. Let's just take over the suburbs and tax everyone. Can't you all see what we want? We want the tax base of the suburbs, we want to punish them for leaving the city in the first place.

But, yes, patronage is truly the common core of bi-partisan politics! Many other cities that have grown in the nation, and succeded in maintaining vitality have done so by growing their tax bases, most often through annexation or special tax districts. The city doesn't want to punish the suburbanites, just put their hand in their wallets. And to the extent the suburbanite realizes benefits from the city through employment, education, healthcare, or whatever, there's a valid argument for it.
