I sort of thought the same thing. If they knew who did it, then I'm assuming it wouldn't be suspicious. But they don't, so how is it NOT suspicious?

No. They know the cause of the fire is was intentional, so it's no longer suspicious.

A suspicious fire would be one that the cause has yet to be determined. Hope that helps.
