It happened because of a minority of people who have become so accustomed to their own salaries, benefits, working hours and benefits along with the greatest benefit of all: The automatic power and control over people they consider beneath them - the disabled.
How about you have a handicapped child - you are not well off, but you spend all the time and money possible for all his special needs - Time goes by and your health is not as good, your child has been an adult for quite some time and you just so you can't physically do it anymore. Your savings have been drained so money that is needed to support him is no longer there Through all the years you never accepted any money or utilized any programs from the state or government.
But now you have no choice. You know you can't do it anymore. You are told there is a great program for your "child" - the state and government will pay higher than market rate for him to pay rent, food stamps and food pantry will cover his food, Medicare will cover his medical, Medicaid will pay for any services needed, he will receive higher benefits from Social Security, SSI, clothing allowance, personal allowance... There is just one catch - All of these great extra benefits for your child can happen only if he is put in a program called Essex County ARC AKA Mountain Lakes services. But that is okay, because when they describe all the interesting things they do for their "clients" and how it is individualized to your adult child's needs - you see a spark of excitement in him you haven't seen in a long time. Yes, this is the program for your adult disabled child! No more worries about what will happen to him when you die

New York State Association For Retarded Citizens is allowing Mountain Lakes Services/Essex County ARC to house violent Level 3 sex offenders alongside the vulnerable individuals whose only crime was to be born with a disability. This is a fact that can be proven.

People criticized Willowbrook; but a lot of what happened there was because of low funding and extremely low staff compared to residents.
They don't have that excuse at Mountain Lakes Services/Essex Co ARC - The 2010 990 tax form shows the Executive Director earning $172,749. plus $25,270 in benefits for 40 hrs average work week. Other director positions are earning upwards of $70,000 (normally daytime desirable hours). This is in rural upstate - not New York City. I am not saying whether or not they should be earning this much, but only mentioning it to make people realize that this non-profit is not doing the disabled "favors" as is sometimes implied for "taking them in".

Being disabled in itself does not make one without feelings, dreams, or morals.
Many of these individuals who are being forced to live and/or work side by side with these violent sex offenders are of high intelligence, but physically incapacitated.. Imagine what that does to your feelings of self worth when you are lumped together with criminals and the public starts to wonder if you are one of them simply because you are disabled.
