I agree with Frank Phillips on the employees smoking in the vehicles and I also witnessed during the summer Rowena
Pennel sitting in on the the citys vehicles and watching the employees working. My husband and I thought it was unfair that she just sits there she should set an example and get out there and work too. I don't pay my taxes for her to just sit there. Its nothing personal towards Rowena it just doesn't make her or our town look very good for those who know her.
