Well, I guess you have define 'they'. I bet it came from a 'remodel' type fund that the White House has for each administration. I know there is something like this, but I can't recall the details. I'm sure the money didn't come from their savings account...

Well, it's not like it cost anything, they are taking the money they saved by shutting down the voucher system for poor kids schooling to pay for it. He couldn't have all those poor kids going to the same school as his girls were attending.
