We are very concerned about the location of the American Indian Youth Substance-Abuse Center . Which is proposed on Circle drive at the current HoneyRock facility.
This is a major facility, placed in a very residential and agricultural part of our community. The roads, sewer and electrical support for such a center are not in place to support it. Why would this facility be plopped in this part of town when highway access, sewer system and other infrastructure is already available at other locations? Please be prepared for the local citizens and property owners to resist the re-zoning which would have to be required at the county and state level. The county has also had to allow for marijuana growers in the backyard of this proposed facility. Not an ideal combination. Our backyard is going to pot. Help us out here! Property Owner Circle View Drive Oroville I received a request to check out Circle Drive as you had seen them setting up a large marijuana garden. I did some surveillance on the property and saw them watering the marijuana plants in both sections. I then went in and contacted the two men on the property. They said that it was a medical marijuana grow and they provided documentation of the people that are participating in the growing of the marijuana plants. There were 36 marijuana plants in the ground with some additional holes that appeared to be prepared for additional plants (about 18 more). At the time of my visit they had sufficient medical doctor recommends to support the 36 marijuana plants. I questioned them about the additional holes and they said some other people might be joining them which, I told them they will need to provide documentation to the sheriff’s office if they do. They said they were trying to be discreet so as to not attract attention of neighbors or other people. I questioned them about the permit for the work on the house and they said they have an appointment with the building department for an inspection. At the time of my inspection they were within the protection of proposition 215 and senate bill 420 to grow marijuana for their medical purposes. I told them that they can’t sell their marijuana or give it away which, they said they already knew. At this point I have documented my inspection and pending any new information that suspicious activity is taking place such as sales of narcotics or something else illegal our hands are tied. I know how disruptive these marijuana gardens are and that they are planting them in residential neighborhoods but unfortunately due to the law that was passed back in 1996 there weren’t many restrictions placed on these growers as to where or how much they could grow. Unfortunately to make matters worse there are only 3 of us assigned to the entire county to deal with the marijuana issue so we really depend on people like you to keep us apprised of what type of activity is going on around your property. Thats just what we need , a bunch of drug addicted youths next to a medical (?) marijuana grow .The rehab center should not be in a residential area let alone next to a field of pot .The proposed site is not zoned for any business that is not agricultural and should not be used for such a center .
The old racket club would be a much better location to house the number of people mentioned .I do live on Circle drive and am very much opposed to having a drug rehab a stones throw away . |

The proposed site for the Native American teen drug/alcohol facility it totally inappropriate. Wildlife, vegetation and country atmosphere will suffer, not to mention property values abutting the land. This planned rehab center seems to be slipping through off the radar. Most of my neighbors didn't even know about this until the past two weeks. Gary Ball (gary.ball@ihs.gov) and Bill Connelly (connelly4dist1@aol.com) need to prohibit these zoning violations.

I live on Circle Drive and have a teenager. The last thing we need in this neighborhood is a pot farm and a rehab center--side-by-side no less. How clever!
