I see how everyone is posting about the cops in Winters. Just wondering how the cops are now that there are 3 new cops from Uvalde (or is that true?).

I USED TO LIVE IN WINTERS AND MOVED HERE. FROM WHAT I HEAR AROUND HERE, ALL THE OFFICERS THERE ARE GOOD. IS THAT TRUE NOW THAT YALL HAVE SEEN THEM IN ACTION

Well it did not take long for the City Manager to attempt to strong arm the Chief of Police. Well the Chief Nathan Johnson resigned from the Possition because he was not being heard by the city manager. The city manager tries to run everything and I ask you how can a city manager run the Police Department when he has no idea about law enforcement. Nathan has established a solid relationship with the communbity and other agencies so why would you try to bully him. Nathan has just asked for a contract where he can stand up agains the city manager when he tries to tell the Officers how and when to right citatiions and to do there job. I think they went to the Proffessional Law Enforcment Officers aren't they. So now we will probably be stuck with just one Officer now because the other ones came with Nathan and probably stay loyal to him. How can a City Manager ruin every good thing that this town could have. The final decision will be made May 18 at 6:30 pm at the city Council meeting.

You must be kidding ! Right ??
I want to see loyalty to the City of Winters, not to Chief Johnson alone. I believe that the chief's intent was not to stand 'strong' on writing tickets, etc, but it seems to be on his wanting to do things his way - even when laws are being broken in order to do so.

If we have to totally install new officers to do our city justice, we will do so. You may need to know the substance of the man who you believe to be so perfect. Check his past !!

Chief Johnson is errogant and dishonest! He bullies other people, he is no good for Winters, and it is very amusing how people don't see his ugly side! He does not even do his job effectively, and I know for a fact! Sooner or Later he will be exposed for what he really is, and as for the city manager he is the only one willing to help, be fair and unbiased! Mr. Hassan is a wonderful man and is a great asset to Winters. The Chief has no respect for his position and anyone else for that matter, you have to give respect to get it! The Chief will only be able to fool everyone for a short period of time, and then it will all come out about what kind of person he really is!

I agree with lazydays, their reason for leaving should be open record. At least it would stop a lot of the tallking. You know what you get and what you are expecting. How ever I have to say they are beter than what was here before. I mean there is at least one good one out of all of them. He treated me with respect and helped me when I needed it. He did not judge me he told me what he could and couldn't do. He was honest with me and seemed to authentically care.

Look folks, the real issue in Winters is not the officers, well not completely at least. The problem is the City Manager. Mr. Micromanage with his non accredited PhD. The City has had good officers in the past, and at least 1 chief who really tried to serve the community. Each and every situation has met with resistance unless it fits Arref Hassan's definition of community policing. One should finally ask themselves in the end analysis has every chief and officer that has worked there been wrong and that one man, who has no law enforcement credentials, been right? I think not. Change needs to come from the top in this situation. Goof luck and God Bless all of you in Winters, you are, for the most part good people and Winters is a fine town.

It's my understanding that the police chief doesnt want to answer to the city manager? That is just protocal eveywhere you go. Is there something he is hiding? What makes him think he is so special and can make his own rules/laws? Is that how smaill towns work? Im also curious about him having a docturate degree??? Are you talking about the police chief? Why would he be working as a chief if this were true?

Wow, let me address your first statement. Not all Chiefs of police answer to the City Manager. Many Chiefs answer directly to the City Council, most especially in a Type A General LAw city which Winters is. The City Administrator answers to the Chief executive of the City..The Mayor, not the City manager/ administrator. As to your second observation, his level of education may be at a Doctorate level, I do not know, but why would you fault that, more education= better police.

Comments let me address you "most" citys the size of Winters answer to a city manager....and yes they do, I agree with we are a Type A General Law. WHICH BALLINGER ISNT WHAT AN IDIOT OF A CHIEF WE HAVE TO COMPARE US TO BALLINGER...when we fall under a different category than Ballinger....and he may have a Doctorate degee but that possibly only adds to the egotistical ass he is and the fake wife he has...come on Winters OPEN YOUR EYES he is a manipulator

Obviously you have issues with this man (the chief). That aside, most type A general law cities do not have a city manager. I have been in City Gov. for years, and at that size it is a waste of money. The real issue here is liability. The whole reason for having a police chief if to insulate the city from liability and you cannot do that with interference from the City manager. If the police department is sued, who is named along with the police department in a type a general law city, the mayor as chief executive and the chief of police, not the city manager. While I understand the differences between Ballinger and Winters (as well as a long a bitter history) I do think that the chief answering to city council is the best option. Finally, there have been about 10 chiefs in Winters in as many years, could they all be wrong?

I agree that the Chief of Police in any given city insulates the city from liability. However, Aref Hassan has been doing that job through many incompatent police chiefs. With that history do you turn it over to a police chief with less than a year in Winters.

Winters has had and continues to have a farce of a police force. Wanna have some fun some night? listen to the scanner. The cops there are hilarious. Affar Hassan is a B.S. slinger like I have never seen. The city is falling down around him. With the imminent closing of Drys Manufacturing, Johns International, and perhaps a bank and the grocery store, what is left to manage? The whole town needs a enema. The bad part is that they are washing down to Ballinger.

Well to say that Arref has insulated the City, that is truly unsupportable. Also, not all of the police chiefs have been incompetent. Lets just say that they had a hard job with little support or resources. Arref should be trying to recruit new businesses to Winters instead of micromanaging departments that have managers. I mean what's the point if Arref is gonna run it all anyway? Why not just let him and have no chief, no water manager, no streets manager, oh yeah they did that when Charlie left. There is a reason why the State requires departments to have a chief even if he is the only officer, its because the state looks to the chief when problems happen. He is responsible, not Arref.

Well apparently the Winters City Council bent over and took it like real men from the egotistical man they call Chief of Police..... WAY TO GO COUNCIL.....we take our hats off to you all for not having enough balls to stand up and tell him to take a flying leap......You are are all a great piece of work....good luck keeping mr.arrogant under control.....and why is it he can ride around with his kids in the front of a patrol car and if i rode around with mine in the front of my vehicle I would get a ticket....Oh I know he is the almighty Chief and above the Law....Is that correct....Lets see how manly he is Mr. Cat Killer
