They're clearcut and include high utility rates from Unitil (as well as other factors like limited highway access). But of course Antonucci serves on Unitil's Board of Directors so this institute of his won't be looking at that, even though "it's that simple".

Focus by state government (which regulates utilities) on people inside 128 - if they're generous inside 495. Gerrymandering of state electoral districts so a disproportionate number of legislators live in Boston suburbs.(This is why almost all the state transportation $ went to Boston's Big Dig, by the way.) Fear by most local politicians of taking on the powers that be. Interlocking directorateships (e.g.,- Fitchburg State College and Unitil). In a word, power corrupts and absolute power corrupts absolutely.
