No, "Cowboy Law" would be when they find these terrorists, they get a rope, a horse and a very tall tree. Obama suggesting that he can speak with "moderate" Taliban reflects his immature inability to understand that we are dealing with a group that has no problem strapping explosives on their children to kill infidels.
