Feds looking to put prisoners in understaffed regional jails

ABINGDON Officials say the regional jails are understaffed, equipped now to care for 907 inmates even as 1,295 occupy cells across Southwest Virginia. via TriCities

WHo pays for these jails you plan to build and who pays for more prisoners? The tax payers do. How does it add to the tax revenue?
