Feds looking to put prisoners in understaffed regional jails

Here is a great solution to the whole problem. If they don't have jails to house the convicts then build more jails. This creates jobs both during the construction and operation. These additional jobs spark the economy and add to the tax revenue. Society gets the felons off the streets. Where's the down side?
WHo pays for these jails you plan to build and who pays for more prisoners? The tax payers do. How does it add to the tax revenue?
