Who Knows, Easton, PA
We know for a fact, thanks to Easton Controller Tony Bassil,s audit of Riverwalk that taxpayers at every level of government - and quasi-governments lie LANTA - have paid for architectural and engineering services as a percentage of the construction costs.
Also, these governments like Northampton County award cost-plus fee contracts instead of fixed-fee or fixed-fee plus incentive (if, for example, the contractor brings the project in under budget).
Northampton County and other government-financed projects like the courthouse and prison expansion impose Project Labor Agreements (PLA) that in turn impose the prevailing wage requirements of Davis-Bacon, bars employment to non-union construction workers, and encourages violations of the federal Racheteering-Influenced Corrupt Organizations (RICO) statute.
And this has what to do with the new pool?

Of all the stupid blog sites on the internet, this one ranks in first place. Whoever Billy Givens may be, is this your personal vendetta site? What a loser, get a life for God's sake.

Every construction budget prepared last year and into the first quarter of 2008 has been blown up by rising fuel costs, steel and concrete cost increases caused by the amount of construction in China. pointing the finger at D'Huy or other design professionals shows your lack of knowelege about the real world.

D'Huy has never been involved in the KOZ or the building in downtown Easton. You owe them an apology. Lets see if your man enough to correct your record. The District, D'Huy and the architect has done a painstaking job of maintaining the intregty of F.A. March to meet the needs of the 21st century while mainting the historic features. An additional $1M + is being spent to restore the brick & stone work alone on this great old building.

Billy, do some research regarding public bid laws in PA. Wage rates, Unions and all the other forces that shape the construction market. Oil is an ingredient not only in rising delivery costs, but machine operations, paving, plastics. Billy, there petrolum products even in carpet & floor tile! When's the last time you built a house?$200k doesn't buy much anymore does it??

No matter who is elected and serves on a school board (for free no less) should be commended for their efforts. The fact is no matter what your agenda, a Board memebr will soon be faced with the real facts, not blog site babbling. Teacher and staff contracts, fuel and operating costs, unfunded mandates by the state & federal government. These people are not idiots, they just become better informed when faced with reality. Most districts have 10-15% descresionary spending at best. Reduce that by half again to deal with real issues and half again to what is really discussed at budget time. Billy, you can shut down your electric and cancel your phone and newspaper, a school district can't. So get real instead of feeding your ego on a blog site.

I am reading these posts, and Laughing my a^^ off. all this bull, double-talking and otherwise blah, blah, blah phoney-a**ed crap is hilarious. Lets cut to the bone here. The great City of Easton,Pa. has become nothing more than the toilet of the Lehigh Valley!! Operated in a "Good Old Boy" manner, with favoritisim, under-cover prejudicism, and personal greed. Here is a prime sample of local government gone way beyond corrupt, and could/should be fully investigated, from top to bottom by the Federal Government! A Multi-Tasked force needs to come in,dig deep, and get rid of the political vermin who try so desperatly to protect their collective phony-balony jobs. This from the County operated fudual prison system to the seats of city and county government. All of which pads their bills in order to get the most from the taxpayers.

Well, I noticed Billy isn't man enough to offer an apology or even a rebuttal when due. Apparently when some real facts are layed on the table, he goes back into his gopher hole. What a coward! College Hill and EASD are going to be mighty proud of the 'new' old F.A. March, wait & see. So long Billy, good ridance to you and your one-sided, pea brain.
