Is someone going to start giving tickets to those who drive to slow??? Like 20 in a 35, 30 in a 40, etc. It is a daily occurance here in OV and BB area, and not just locals, but out of town folks too. It is very passive agressive driving on these roads and I think someone holding up traffic should get pulled over.

You can be issued a ticket for driving too slow if you're impeding the flow of traffic or causing unsafe driving conditions, it's typically at the discretion of an officer. Keep in mind though, driving below the posted speed limit isn't in and of itself against the law unless there is a minimum speed limit posted. Legally the LIMIT is just that a limit, not the required travel speed.
Me personally, I always travel at the limit cause I wanna get where I'm going as quick as safely possible.
