I would be of the belief that overlaying a road such as Redwood Drive from Redway to Garberville would qualify for a FONSI, or a Finding of No Significant Impact under the National Environmental Policy Act. Still, this type of shell game played by the State Department of Transportation just goes to show what a bunch of crooks we have working for us, or rather, against us.

While I truely understand your frustration, you should point your negative opinions at those within government (supervision up to the gubernator) who play the games and create the problems!

Having worked with CEQA and NEPA for the last several years, I too believe an overlay project would be "exempt".
Tell me when this thread is updated!
