maybe because these cities have degraded into third world countries. did the census note how many were even eligible to go to receive financial aid? don't you have to be a legal resident of california and have a social security number? what's the percentage of kids actually graduating from high school in these cities? if people are determined to go to school, they will. no solicitation needed. lure them with financial aid now, but in the end, do they really gain any knowledge or obtain an education? not if they don't really want to be there. keep the classroom space for people who value education and want to be there to better themselves. |
