The $600 that will pay for hors d'oeuvres at Bayport City Administrator Mike McGuire's retirement party tonight comes from an unusual source: forfeited funds from Public Works Director Mel Horak's 2008 flexible-spending account.

And this is news, why?? They are spending the money according to IRS rules. COME ON!!$600 redistributed to all participants wouldn't equal much...besides, Horak seems to be fine with it.

Why doesn't this surprise me?..it just another example of City Administrator Mike McGuire breaking the rules to suit his purposes. Who are the "city officials" that determined that a party for Mr. McGuire's retirement should be combined with a party for all city employees? Does anyone honestly believe this? This is merely a disguise to use city money (yes, it is now the City of Bayport's money...NOT Horaks) to give himself a party. I am sure the city employees would have appreciated their share of the $600-even how small. I can only hope that Mr. McGuire stays "retired", and does not inflict his style of management on yet another unsuspecting city.

I disagree..this is news because it is NOT Horaks money..it is the City of Bayport's money now per IRS rules. Horak forfeited this money..whether he meant to or not. It is just another example of Mike McGuire bending/stretching/breaking the rules to suit his needs. The City "officials" did not even follow IRS rules when they determined it was okay to spend it on a party for his retirement. If they truly spent it on a party for the employees, that would have been different, but they are using the disguise of a city employee party to give McGuire a retirement party.

I wonder how many City employees were there to share the $600 appetizers! What a waste. Bayport will be a much better place when McGuire leaves. Oh..Mr. McGuire, please leave the leftovers for the city employees who do the real work.

Yeah, right, the forfeited flex needs to be used for a party? It's just indicative of the 'not my money' spending mentality of those who work for us in govermnent. Don't give me any technical mumbo jumbo justificiation - that flex money could've been swept into the fund for city operations (heck to cover the city's admin costs). I'm sure the IRS is going to dispute that - what a lame excuse. Is it time to party on the taxpayers' dime? I don't care if it's $60, it's arrogant and unnecessary. When I worked at the State, they passed the hat around for collections and everyone donated. Party on dudes and puke your gutts out while you still have a job because more state aid cuts are coming and it might put a dent in 'real' necessary spending.

It is news anytime someone uses the public's money inappropriately and I don't buy the baloney excuse. It's indicative of a bigger problem - the 'me' mentality of government spending and disregard for the tax dollar paid by hard working Americans. If you want all the fluffy motivators go to the private sector. By the way, which government do you work for?

You should of had the party in an out house for as many people that will show. What else has Mike and his girl friend Mel done that the city residents, mayor and city council dont know about. Mike doesn't have to worry about food for Christmas or Thanksgiving for his family he will have enough leftovers from the party.

Unbelievable! McGuire imposed unpaid furlough hours on city staffers while slashing budgets, but chose to use flex funds to pay for his personal party!?! Not surprisingly, none of the Bayport staff I know were aware of any party planned for their benefit. What a lame attempt to whitewash illegal activity. Wow! How much was the City of Bayport paying annually for such wisdom?

FYI - two staff members, other than the out-going administrator and new administrator, attended the event supposedly for employees of Bayport under the guise of Mike's retirement party!

It's time for honesty and transparency in this city.

Mr. Horak and Ms. Taylor need to go also!

ANOTHER retirement party? Didn't he already retire once and then illegally collect retirement benefits while he worked for the city of Bayport and then have the gall to ask the city to pay for some of his fines for doing so?

It's not the government's money, it was Horak's!! He allocated too much, and legally can't get it back, instead they used it for a party. BIG DEAL.
