what is the deal with the sewer system

understand "we are not treating the sewage between 22nd and the park".

What does that mean? Has the system failed and is the sewage not making it to the treatment plant? If we dig in our yard are we going to run into raw sewage that is seeping out of the sewer system into the ground?

Springfield says it will take 70 million to correct the problem and cairo is not worth it?

Is cairo going to be like detroit and are they going to condemn houses because the city cannot afford to provide sewer service or the water company cannot afford to provide water service to the few houses left after all the others have been torn or burned down?

I live uptown and always have a smell and it's not from me being clean. I was told sewage backup.

So, that is why someone who lived on Pine had sewage in their basement when the water level got high. Sounds like they have a lawsuit against the city since they couldn't get anything out of FEMA.

Does anyone know who in the federal government might have some say in this since the state knows about it and plans to do nothing because "cairo is not worth it"?

And, does it extend farther down than 22nd?
