We wouldn't have this citizen's initiative if the Legislature and Governor (current & past) could control spending toa level that is less than the predicted revenues. Raint Day funds would actually exist and be available for short-term shortfalls on an infrequent basis. It's NEVER about taxes, it's ALWAYS about spending. To those that decry spending cuts please be mindful that the State Constitution requires a balanced budget. Gimmicks to balance the budget areineffective and only prolong & exacerbate the problem. Spending control is paramount to effective and efficient government.
