It has been obvious for some time that the guy's "yard art" is there to piss off his neighbors. He engaged an attorney over a year ago. This isn't about art, it's about some wacko looking for a fight. That's how he gets off.

I totally agree. And the fight should be between the neighbors, not the city vs. yard art guy. The neigbors need to sue the yard art guy for economic damages.
